Atlas Analysis
Relevant as a New Jersey procurement/vendor-qualification opportunity for organizations with demonstrated technical-assistance, facilitation, training, implementation and CQI capability serving community, school and family-support programs. It is not a grant and does not itself produce a DCF contract or guaranteed revenue. N9+ product fit is low; relevance is primarily professional-services and community/school implementation support.
The New Jersey Department of Children and Families has opened a statewide Request for Qualifications to establish a Community Engagement and Facilitation Support Vendor Pool. Qualified providers may be used by DCF-contracted service providers for workshop facilitation, participant engagement, communication and skill-building, implementation support, continuous quality improvement, training support, adult learning, and trauma-informed and culturally responsive facilitation.
This is a vendor-qualification opportunity, not a direct grant award. DCF states that no funding is directly associated with the RFQ, the RFQ itself will not result in a DCF contract, and there is no guarantee that qualified vendors will receive work. Eligible respondents must be duly registered to conduct business in New Jersey and may include for-profit or nonprofit corporations, partnerships, LLCs, and New Jersey institutions of higher education. Responses are due online October 14, 2026 at 12:00 noon. The AOR registration form is due October 7, 2026, and content questions are due September 24, 2026.
The response requires three PDFs: a signed Statement of Acceptance, a five-page narrative answering 19 scored questions, and supporting documents. Required evidence includes relevant prior work samples, training or workshop experience where applicable, corrective-action/PIP disclosures, debarment certification, active SAM/UEI documentation, an organizational chart, trauma-informed practice policies, and three letters of support from community organizations. Vendors should review the full RFQ and all posted addenda before preparing a response.
