Rolling Rural Health Infrastructure Consulting Opportunity
The New Hampshire Community Development Finance Authority (CDFA) is accepting qualifications from consultants to join a pre-qualified pool supporting applicants and awardees of the GO-NORTH Rural Community Health Infrastructure Program (RCHIP). The RFQ covers project development, grant writing, and grant administration for rural health infrastructure projects across New Hampshire.
CDFA’s current RFP page lists this RFQ as an active opportunity. The original priority submission deadline was June 26, 2026 at 4:00 PM, but the controlling RFQ states that applications will continue to be accepted on a rolling basis as needed. No terminal rolling deadline or time zone is published, so Atlas does not invent one.
RCHIP Priorities
Year-one RCHIP infrastructure priorities include renovations at county-run nursing homes, community mental health centers and FQHCs; renovations supporting childcare capacity for the rural safety-net workforce; and renovations to existing buildings that expand rural EMS ambulance capacity. Eligible RCHIP applicants include FQHCs and FQHC Look-Alikes, community mental health centers, county-run nursing homes and assisted living facilities, and EMS organizations.
Consulting Scope and Applicant-Relevant Value
Consultants may qualify for one or more service areas: project development, including feasibility analysis, project scoping, site/facility planning, financial modeling and funding strategy; grant writing, including narrative and budget development, required documentation and Grant Management System submission support; and grant administration, including financial tracking, federal compliance, progress monitoring, procurement support, reporting and closeout.
CDFA’s confirmed assistance schedule provides, depending on RCHIP project size, up to $10,000-$50,000 for project development, up to $4,000 for grant writing, and up to $50,000-$100,000 for grant administration. These are assistance caps available to eligible applicants/awardees, not guaranteed contract values for any consultant. Inclusion on the pre-qualified list does not guarantee an engagement.
Consultant Qualifications
Respondents should demonstrate relevant health/community infrastructure knowledge, familiarity with state and federal requirements including 2 CFR Part 200, experience working with New Hampshire municipalities and/or nonprofits, capacity to serve communities across New Hampshire, successful similar engagements, and a commitment to building client capacity.
The PDF qualifications package must include an organizational overview; selected service areas; at least three similar-project examples, including at least one involving a New Hampshire municipality or nonprofit; staffing and organizational capacity; geographic coverage; federal-grant administration/compliance experience; at least two professional references; and typical budget/fee structure information.
