Opportunity Overview
Open now for eligible Nebraska nonpublic schools. The Nebraska Department of Education (NDE) has opened the annual Nonpublic Textbook Loan Participation application in the NDE Portal. The current application window opened September 1, 2026 and closes October 15, 2026. NDE does not publish a closing time on the current controlling notice, so Atlas does not infer one.
Program Structure
Under Nebraska Revised Statute § 79-734, NDE may purchase and loan textbooks, upon individual request, to K-12 children enrolled in qualifying private schools approved for continued legal operation. NDE may use a third-party vendor to help administer the program.
Current NDE guidance explains that participating nonpublic schools submit the annual participation request through the NDE Portal. After the October 15 deadline, NDE determines the annual allocation by taking the amount appropriated by the Legislature, less up to five percent for administrative costs, dividing that amount by total reported private-school membership, and then multiplying the per-child allotment by each participating school’s membership. NDE states that schools are notified of their allocation on or before November 30. Because the allocation is formula-driven and depends on the final appropriation and statewide participation, no fixed per-school award amount is published in advance.
Eligibility
Participation is for approved or accredited Nebraska nonpublic schools. The school administrator serves as the designated agent and must comply with applicable Rule 4 requirements. The NDE Portal roles identified for access include District Admin-Nonpublic, Nonpublic Textbook Loan-District, and Superintendent-Nonpublic.
Atlas Analysis
Atlas Opportunity Score: 62/100. This is a verified, currently open Nebraska K-12 resource opportunity with statewide nonpublic-school relevance, a clear annual application window, and direct state-supported educational benefit. The score is moderated because it is limited to textbook lending, the per-school value is not known before allocation, and there is no healthcare or clinical-technology scope.
N9+ Fit: 0/100. The controlling materials are specific to textbooks. They do not establish medical-device, telehealth, connected-exam, simulation, or N9+ procurement authority.
Dr. Miltie direct-applicant/vendor fit: 0/100. Dr. Miltie is not the eligible nonpublic-school applicant, and the verified program scope does not create a defensible N9+ vendor role. No applicant Deal, outreach, or pursuit package should be created for this opportunity absent a separate, controlling procurement that establishes relevant vendor eligibility.
Next Action
Eligible Nebraska nonpublic schools should complete the annual Nonpublic Textbook Loan Participation submission in the NDE Portal by October 15, 2026 and maintain compliance with Rule 4 and applicable participation requirements.
