The National Association of Community Health Centers (NACHC) has released an open Request for Proposal for Health Center Resource Clearinghouse Development & Management Services. The RFP was released September 11, 2026, and proposals are due October 7, 2026 at 11:59 p.m. ET.
HRSA/BPHC funding connection
NACHC states that it serves as the National Technical Assistance & Coordination Center under a cooperative agreement funded by the Health Resources and Services Administration (HRSA), Bureau of Primary Health Care (BPHC). The RFP states that all parts of this project are supported by HRSA/HHS. This is therefore an HRSA-funded technical-assistance-linked vendor procurement issued by NACHC, not a direct federal solicitation from HRSA.
What NACHC is buying
The selected vendor will manage the existing Health Center Resource Clearinghouse, support coordination with HRSA-funded technical-assistance programs, and design and develop the next iteration of the platform. The scope includes hosting and maintenance, security updates, content management, metadata and taxonomy, analytics, responsive user experience, advanced search and filtering, content migration, accessibility, and technical consultation for review and governance workflows.
The RFP also calls for responsible use of AI for content curation, semantic search, resource recommendations, summarization, and accessibility, with human review and responsible AI governance.
Budget and term
NACHC states a proposed budget range of $155,000 to $180,000. Vendors may submit a higher budget with complementary justification for enhanced functionality or capability. The initial period of performance is targeted for November 10, 2026 through July 31, 2027, with possible continuation through July 31, 2030 based on successful performance and continued funding.
Eligibility and qualifications
The RFP is open to qualified vendors or vendor teams. A team or subcontractor arrangement is expressly permitted if it covers the full scope. Required qualifications include demonstrated experience with digital clearinghouses, resource libraries or similar large-scale content platforms; federally funded projects and associated compliance requirements; public-health or healthcare delivery; user experience, search, analytics and low-barrier access; Section 508/WCAG accessibility; agile development; learning-network collaboration; marketing; and AI-assisted content capabilities.
Submission requirements
Proposals must be submitted through the NACHC RFP portal and include point-of-contact information and resume, an organization description, strategy and project-management approach with timeline, evidence of work and references, a capability statement, a budget narrative, and a signed attestation.
Atlas analysis
Atlas Opportunity Score: 54/100. This is a legitimate open healthcare vendor opportunity with adequate time remaining and no stated match requirement. Dr. Miltie appears structurally able to submit as a vendor or as part of a team, but current WorkDrive evidence does not establish all required recent large-scale clearinghouse/platform work, federally funded project experience, Health Center Program/technical-assistance experience, Section 508/WCAG track record, and qualifying recent references. N9+ Fit: 3/100. The Nonagon N9+ is not a core fit because the procurement is for information architecture, content and platform services rather than clinical telehealth delivery or remote examination.
Required next action
Before any direct Dr. Miltie pursuit, verify the required recent platform work, federal-project compliance experience, accessibility qualifications, and client references, or identify a qualified teaming partner. Do not overstate experience that is not documented.
