Opportunity Overview
The Montana Department of Labor & Industry (MTDLI), Workforce Services Division, re-released its WIOA Title II Adult Education and Family Literacy Act competitive funding on August 12, 2026 because no offerors applied for the Corrections Education and Other Education of Institutionalized Individuals track. The re-release is for one statewide Corrections Education subrecipient.
Funding and Deadline
The current planning table identifies an estimated $116,082 PY26 allocation for the Department of Corrections track. Final awards remain subject to federal and state funding availability. Responses are due through Submittable by September 10, 2026 at 11:59 PM MST. Written questions are due September 4, 2026 at 5:00 PM MST.
Eligibility
Eligible providers must demonstrate effectiveness in adult education and literacy services. Potential applicants may include local education agencies, community- or faith-based organizations, volunteer literacy organizations, institutions of higher education, public or private nonprofits, libraries, public housing authorities, qualifying nonprofit institutions, consortia or coalitions, partnerships between employers and eligible entities, and Tribal organizations. Applicants must provide evidence of prior effectiveness serving adult learners.
Program Scope
The Corrections Education track supports adult education and literacy, special education, secondary-school credit, integrated education and training, career pathways, concurrent enrollment, peer tutoring, and transition or re-entry services for institutionalized individuals. The notice also emphasizes technology-enabled instruction, distance learning, workforce preparation, and measurable outcomes.
Atlas Analysis
Atlas Opportunity Score: 82/100. N9+ Direct Vendor Fit: 0/100. QC Healthcare Fit: 0/100. This is an adult-education/workforce services opportunity, not a healthcare delivery or remote physical-exam procurement. Although the notice references technology, distance learning, disability support, and mental-health referral coordination, those provisions do not establish an allowable N9+ or QC Healthcare role. Atlas should publish and track the opportunity without forcing a Dr. Miltie vendor pathway or applicant outreach.
Next Steps
Eligible Montana organizations should review the re-released competitive notice and required forms immediately, confirm demonstrated effectiveness and statewide corrections-education capacity, prepare the required narrative, budget, match documentation and partnership materials, and submit through Submittable by the September 10 deadline.
