Grant Overview
The Southeastern Minnesota Arts Council (SEMAC) has announced its spring 2027 Programming and Project Support Grants for Organizations. This is applicant-facing competitive financial assistance for the development, production, performance, exhibition and presentation of arts and cultural programming that enhances arts access, arts education and cultural heritage within the SEMAC region. Eligible projects must offer at least one accessible public event.
Applicant Funding and Deadlines
For eligible nonprofit arts organizations, the funder lists $3,000–$11,000 per individual grant, with specific eligibility and annual limits depending on Minnesota State Arts Board operating-support status and other grant awards. Non-arts organizational applicants, including qualifying schools and local or tribal public agencies, generally have an individual grant range of $3,000–$6,000. The $16,000 figure discussed in SEMAC’s program guidelines applies to combined annual awards for eligible multiple-grant arts organizations and is not a single applicant grant ceiling. The upcoming round opens March 1, 2027 and closes March 30, 2027, at 11:59 p.m. under general SEMAC online submission rules; an exact time zone is not separately published. The stated earliest project start date for the spring round is July 1, 2027. No universal matching percentage or reimbursement rule is published in the program summary.
Applicant Eligibility
Applicants must operate in SEMAC’s eleven southeastern Minnesota counties: Dodge, Fillmore, Freeborn, Goodhue, Houston, Mower, Olmsted, Rice, Steele, Wabasha and Winona, including the Prairie Island Indian Community as applicable. Eligible applicant types include nonprofit arts organizations with current 501(c)(3) status or an eligible Minnesota fiscal sponsor, and eligible non-arts nonprofits, local/tribal governmental entities, colleges, universities and non-religious K–12 schools. Organizations must satisfy the applicable nonprofit registration, local operations, reporting, and annual grant-frequency limitations. School projects require supplementation, not replacement, of existing arts standards and curriculum; program activities must comply with the applicable SEMAC applicant rules.
Eligible Uses and Restrictions
Budget proposals should emphasize fair payments to artists, culture bearers, production teams and technical contributors, as well as eligible program expenses necessary for public-facing arts activities. SEMAC prohibits grant budgets for purely sectarian socialization, legislative lobbying, benefits or fundraisers, onward regrants and outside scholarships, real estate acquisition, capital construction, out-of-state travel and activities, grant-writing expenses, pre-start-date costs and prohibited non-arts uses. Specific school restrictions also bar school equipment, student transportation, field trips and replacing standards-required arts instruction.
Application and Reporting
Complete the online application through SEMAC’s Grant Lifecycle Manager when the next window opens. Prepare legal/eligibility documentation, program narrative, community and accessibility plans, artist/partner roles and fees, budgets, scheduled public event, and required certifications. Follow the current general application instructions, including the confirmation-email requirement and prohibition on late submissions. Grantees must display the funder’s prescribed credit and Legacy logo, meet accessibility conditions and file the final report within 30 days of project completion.
