Upcoming Rural Arts Opportunity
The Southeastern Minnesota Arts Council announces its 2027 Creative Rural Places Project Grant to engage small rural communities through collaborative arts and cultural activities. The program aims to increase access, support cultural heritage and arts education, and build local partnerships. This is a genuine upcoming competitive grant for qualifying applicants, not a contract for arts services purchased by government.
Applicant Funding and Application Window
SEMAC publishes a fixed award amount of $8,000 per grant. Applications are scheduled to open March 1, 2027 and close March 30, 2027; under SEMAC’s general submission rules, complete online forms are due by 11:59 p.m. on the closing date, without a separately published time zone. This program is offered every two years. The announced funding/activity period is May 1, 2027 through October 31, 2028. No universal mandatory matching percentage or reimbursement arrangement is specified in the public program overview. Applicants should confirm current portal attachments and the final 2027 application at opening.
Eligibility and Geography
Projects must occur in southeastern Minnesota communities with fewer than 7,500 residents within SEMAC’s 11-county service region, including the Prairie Island Indian Community. The region covers Dodge, Fillmore, Freeborn, Goodhue, Houston, Mower, Olmsted, Rice, Steele, Wabasha, and Winona counties in southeastern Minnesota, including Prairie Island Indian Community. Eligible lead applicants can be individual artists or culture bearers living in the region, nonprofit arts organizations, non-arts nonprofits, or local/tribal government entities associated with the rural host community, subject to applicant-specific eligibility and reporting rules.
Project and Partnership Requirements
Proposals must include meaningful local community collaboration with a partner such as a nonprofit, public library, local government department, tribal entity, or civic group. Activities must engage residents and provide at least one accessible public event. The announced project period spans 18 months. Expenses must be arts-related and satisfy SEMAC’s restrictions, including prohibitions on sectarian or legislative advocacy, benefits/fundraising, pass-through regrants, real estate and capital construction, out-of-state travel or activities, and costs incurred before the authorized start date. For individuals and schools, additional eligibility/expense restrictions apply.
Application Steps
Review the current SEMAC Creative Rural Places program description, the complete eligibility requirements, and general application instructions. Develop documented rural partner roles, an accessible engagement program and public-event schedule, an arts budget and evidence that project activity fits the announced funding dates. Prepare to submit through the SEMAC Grant Lifecycle Manager portal when the round officially opens March 1, 2027. Awardees must meet reporting and Legacy-funding recognition conditions.
