The Minnesota Pollution Control Agency offers competitive financial-assistance grants for projects that permanently reduce chloride pollution at the source in Minnesota communities where wastewater treatment effluent or surface waters have elevated chloride levels. This is an applicant grant, not an equipment-purchase contract for the state.
Applicant funding: $240,000 to $480,000 per award. Applicants must provide matching resources equal to at least 25% of the grant amount; MPCA accepts eligible cash, in-kind, loan, and other grant contributions as match, subject to the full solicitation.
Deadline: November 25, 2026 at 4:00 p.m. The official MPCA page does not expressly state a time zone. Funded work must be completed by June 30, 2030.
Eligibility: Minnesota-based or Minnesota-serving local and regional government agencies, educational institutions, Tribal entities, nongovernmental and nonprofit organizations, and for-profit businesses working with a documented eligible applicant. Projects must benefit qualifying targeted Minnesota watersheds or wastewater discharges.
Eligible project forms: Whole-community chloride reduction tied to a local chloride-management plan, or industrial-facility projects demonstrating a material contribution to impaired wastewater discharge. Proposals must have measurable long-term chloride reductions, defined tasks, detailed budgets, partner commitment letters, and educational outreach.
Application: Minnesota SWIFT Supplier Portal, event name Chloride Reduction Grant FY26-27, event ID 2000018730. Applicants register as bidders; only SWIFT submissions are accepted. Questions must use the official grants.pca@state.mn.us channel, with subject 2026 Chloride Reduction Grant. Unauthorized direct staff contact may disqualify an applicant.
Application verification: Official public MPCA guidance checked October 29, 2026. Consult the complete controlling SWIFT solicitation, required forms, detailed allowable costs, scoring criteria and any addenda before applying.
