Opportunity Overview
Isanti County Public Health is accepting proposals for the second round of its 2026 Opioid Settlement funding. The County is seeking smaller, high-impact projects serving Isanti County residents, with priority for projects addressing treatment, recovery, and/or harm reduction.
Funding and Deadline
Applicants may request up to $10,000 per project. Multi-year projects are permitted when the total request does not exceed $10,000. Proposals are due Friday, October 2, 2026 by 11:59 p.m. The current County page and RFP publish the clock time but do not state a time zone, so applicants should confirm the filing time zone with Isanti County rather than infer one.
Eligibility and Geography
Applicants must serve Isanti County residents. Eligible applicants may include nonprofit and for-profit organizations, faith-based organizations, businesses, youth groups, schools or school programs, and other organizations serving a specific affinity group, cultural community, or geographic location within Isanti County.
Eligible Focus and Cost Controls
The RFP identifies opioid-remediation strategies including treatment of opioid use disorder and co-occurring substance-use or mental-health conditions, recovery support, connections to care, criminal-justice populations, perinatal populations and families, appropriate prescribing, misuse prevention, and harm reduction. The County expressly states that travel, lodging, meal reimbursement, and costs associated with hosting one-time community events are not allowable at this time. Funding will generally be distributed on a reimbursement basis, although applicants may explain when reimbursement is not feasible. No mandatory applicant match or cost-share requirement was identified in the current RFP.
Application Requirements
Applications must describe the organization and its substance-use experience, the community served, the selected opioid-remediation strategy, project need, intended outcomes, timeline, implementation and evaluation, populations engaged, and how at-risk communities are considered. Applicants must submit a full-period budget, a measurable workplan, and a W-9. The County evaluates cultural relevance, high impact, financial responsibility and capacity, and alignment with treatment, recovery or harm reduction priorities.
Submission and Procurement Controls
The County directs applicants to submit the completed application by email to the address published on the official Isanti County Opioid Settlement page. The current RFP does not publish a solicitation number, formal applicant procurement rules, a reference requirement, or separate addenda/FAQ requirements. Isanti County reserves the right to investigate applicant qualifications and experience, negotiate requested services and contract terms, reject proposals, and request budget revisions.
Strategic Fit
Atlas Opportunity Score: 88/100. This is a currently open Minnesota behavioral-health and public-health funding opportunity with broad applicant eligibility and a clear opioid-treatment, recovery and harm-reduction purpose, although the $10,000 project cap limits project scale.
N9+ Fit: 30/100 conditional. A remote physical examination platform could be relevant only within an eligible applicant’s evidence-based treatment or connection-to-care project where guided examinations, vitals, or telehealth-enabled encounters are genuinely needed and the County approves the cost. The RFP does not specifically fund technology or remote examination equipment, so Atlas does not force fit.
QC Healthcare Fit: 20/100 conditional. Clinical implementation support could be relevant to an applicant-led treatment or care-access project, but the RFP does not establish a QC-specific role.
Dr. Miltie direct-applicant fit: not cleared. Although for-profit organizations and businesses may be eligible, the applicant must serve Isanti County residents and present a qualifying opioid-response project. Atlas has not verified that Dr. Miltie, LLC independently meets those applicant-specific service, experience, project, budget, and local-delivery requirements. No direct application is being advanced.
