Opportunity Overview
Brown County Public Health is accepting applications for its rolling Brown County Opioid Settlement Grant. Organizations serving Brown County residents may apply for opioid remediation projects aligned with the Minnesota Opioids State Subdivision Memorandum of Agreement and Brown County priorities.
Funding and Review Cycle
Brown County generally awards $1,000 to $25,000 for a 12 month grant period. Extraordinary requests above $25,000 may be considered with additional reporting requirements, but the County does not promise approval above the normal range. Applications are reviewed quarterly with published cutoffs of November 15, February 15, May 15, and August 15. The current materials do not publish a clock time or time zone for those cutoffs, so applicants should confirm timing with Brown County rather than infer one.
Eligibility and Geography
Organizations serving Brown County residents are eligible to apply. Applicants must describe their organization, relevant substance use or opioid response experience, the population and geography served, project need, opioid remediation strategy, implementation approach, staffing or subcontractors, sustainability, and measurable outcomes.
Eligible and Ineligible Costs
The current budget instructions allow project related staffing and benefits, staff time for conferences, events, or trainings connected to the project, capital improvements or construction, travel, printing and copying, education and outreach, equipment needed for the project, and youth or community stipends. Direct lobbying expenses are not eligible. No mandatory applicant match or cost share requirement was identified in the current Brown County grant materials reviewed.
Required Materials and Submission
The application requires project and organizational information, a budget narrative, the County budget template, and a W 9. Brown County directs applicants to use its online application and does not accept hard copy submissions. The budget is submitted as directed in the application materials to Jaimee Brand, Brown County Public Health Director. Funded organizations must provide a midyear summary, present to the Brown County Opioid Advisory Council once during the grant period, and provide a year end summary.
Contract and Vendor Controls
Grant recipients must ensure they and any subcontractors are not debarred or excluded from Medicaid or federal health care programs. Subcontracting is subject to County approval. Brown County reserves the right to seek clarification, investigate qualifications, negotiate pricing or terms, reject proposals, waive irregularities, amend the process through addenda, and make multiple awards.
