Atlas Analysis

Legitimate applicant-facing competitive financial assistance; not vendor procurement. The MDH program page establishes track, one award, available amount, estimated project dates, broad eligibility and deadline. Matching requirements, allowable costs and all conditions must be checked in the full RFP before reliance on a final budget.

Program Overview

The Minnesota Department of Health (MDH) is accepting applications for a Statewide Labor Trafficking Navigator under its Human Trafficking Prevention and Response Program. This is a competitive financial-assistance opportunity for an organization capable of coordinating trauma-informed services, outreach, housing and support for victims and survivors of labor trafficking and exploitation across Minnesota. It is one of two distinct navigator tracks in the current MDH solicitation.

Funding and Project Dates

MDH lists up to $829,113 available for one statewide award. That amount includes up to $142,500 for emergency rapid-response funding; the emergency component is not an additional award above $829,113. Estimated project dates are February 1, 2027 through November 30, 2030. Award terms and eligible costs are governed by MDH’s complete Request for Proposals.

Eligibility

Potential applicants include local public-health and social-service agencies, nonprofits, Tribal governments, other governmental entities, schools or districts, healthcare organizations and other agencies with demonstrated expertise serving people affected by labor trafficking or exploitation. Applicants must meet the full controlling RFP requirements for the statewide navigator track.

Deadline and Application

Applications must reach MDH by Monday, November 30, 2026 at 4:30 p.m. Central Time. Questions are due by November 23, 2026 at 4:30 p.m. Central Time; MDH plans an information meeting October 29, 2026 at 2:30 p.m. Central Time. Application forms in the official Word-format RFP include cover letter/executive summary, statewide navigator approach and equity responses, work plan/timeline, annual budget justifications, budget summary and conflict-of-interest disclosure; supporting letters are also requested. MDH says it acknowledges submissions by replying to the submission email within one business day.

Important Application Considerations

Applicants may apply to this track, the separate Lower Central Minnesota Safe Harbor navigator track, or both. The public program overview does not separately specify a matching requirement or enumerate all eligible and prohibited expenses. Review MDH’s complete current RFP, application forms, amendments and Q&A for those controlling details before finalizing a budget or applying.
