Opportunity Overview
The Michigan Department of Education (MDE) has announced the FY2027 Section 35p High-Impact Tutoring grant. Section 35p of the 2026-27 State Aid Act provides up to $50 million statewide to support high-impact tutoring in Michigan districts.
MDE states that the program is intended to accelerate student learning, particularly for students with the greatest academic need, through evidence-based tutoring and the data and partnership infrastructure needed to support implementation.
Current Status
The current MDE page states that the application period is closed and that the FY2027 NexSys application opens November 1, 2026. MDE has not yet published the closing date, closing clock time, or time zone on the current page.
MDE also states that additional guidance, instructions, and FAQs are forthcoming. Technical-assistance webinars are scheduled for October 8, 2026 from 1:15-2:00 p.m. and October 13, 2026 from 11:15 a.m.-12:00 p.m.
Eligibility and Requirements
MDE currently describes Section 35p as supporting high-impact tutoring in Michigan districts and references interested districts and eligible tutoring partners. Full FY2027 applicant eligibility requirements, applicant-level award limits, match or cost-share requirements, allowable and ineligible costs, required forms and attachments, scoring, certifications, and final submission controls are not yet published on the current program page.
Atlas Analysis
This is a strong Michigan K-12 funding opportunity for Atlas grant support because of the statewide scale and school-focused purpose. However, the opportunity is not yet actionable for ORIGINAL outreach because the application has not opened and the controlling FY2027 guidance is incomplete.
N9+ fit is not established and must not be forced. QC Healthcare or Dr. Miltie direct-vendor relevance is likewise not established on the current materials.
Current Action
Monitor MDE for the live November 1 NexSys launch and publication of controlling FY2027 guidance, FAQs, eligibility, award methodology, allowable costs, application materials, amendments, and the exact closing deadline and time zone. ORIGINAL outreach remains fail-closed until those items are authoritatively verified.
