Required next actionClosed for the 2026 cycle. The September 14, 2026 at 11:59 p.m. application deadline has passed. Do not initiate new applicant outreach, CRM production, package work, or submission activity for this round. Monitor BACF for a future Bay County opioid-remediation cycle and create or reactivate only after a new authoritative solicitation is released.

Broad Eligibility

Registered 501(c)(3) nonprofits, registered faith-based organizations, public entities including governmental agencies and educational institutions, and fiscally sponsored projects. Work must benefit Bay County residents impacted by OUD and address OUD or co-occurring SUD/MH through evidence-based or evidence-informed strategies consistent with Exhibit E.

Atlas Analysis

Closed 2026 cycle. The controlling BACF materials set a firm September 14, 2026 at 11:59 p.m. deadline with no extensions. Formal Atlas Opportunity Score is 0 because the round is no longer actionable. Historical fit was strong for applicant-led opioid-remediation telehealth and technology strategies under Exhibit E, but no new work should be initiated for the expired cycle.

Opportunity Overview

The Bay County Opioid Remediation Grant Program is administered by the Bay Area Community Foundation (BACF) in partnership with the County of Bay. BACF has approved $400,000 for the first 2026 grant cycle from an initial County of Bay investment of $1,373,742.89 for opioid-remediation efforts. Funding supports evidence-based or evidence-informed treatment, prevention, recovery and other eligible uses under the national opioid-settlement Exhibit E.

Deadline and Submission

The online application window runs from July 13, 2026 at 12:00 p.m. through September 14, 2026 at 11:59 p.m. BACF does not publish a time zone in the controlling guidelines, so Atlas does not infer one. The deadline is firm and extensions will not be granted. Submission is electronic through BACF’s grant portal; hard copies are not accepted.

This is a two-part process. Applicants must first submit a Letter of Intent (LOI), receive BACF approval, and only then gain access to the full application. BACF asks applicants to allow 3–4 days for LOI review, and both the LOI and full application are due by the same September 14 deadline.

Eligibility

Eligible applicants include registered 501(c)(3) nonprofit organizations, registered faith-based organizations, public entities such as governmental agencies and educational institutions, and projects operating under an eligible fiscal sponsor. Proposed work must benefit Bay County, Michigan residents impacted by Opioid Use Disorder and must address OUD or co-occurring Substance Use Disorder and Mental Health conditions through evidence-based or evidence-informed strategies.

Funding and Cost Rules

For nonprofit applicants, a request may not exceed 50% of the organization’s annual operating budget. Up to 10% of the total funding request may be allocated to indirect costs. BACF does not publish a recommended request size beyond those limits and advises applicants to consider the total $400,000 available. No mandatory cash or non-federal match is stated. The application asks applicants to disclose in-kind donations, but it does not establish in-kind support as a mandatory cost share.

Eligible uses follow Exhibit E and include treatment of OUD, support for people in treatment and recovery, connections to care, needs of criminal-justice-involved people, pregnant or parenting women and families, prevention, harm reduction, first responders, coordination, training and research. Michigan’s current opioid-settlement guidance states that activities should match Exhibit E or otherwise be evidence-based or evidence-informed; non-remediation spending is not allowable.

Technology and Telehealth Fit

Exhibit E expressly allows expanding telehealth to increase access to OUD and co-occurring SUD/mental-health treatment, including medication treatment, counseling, psychiatric support and recovery services. It also allows automated SBIRT technology and ongoing technology costs, mobile intervention and treatment services, screening and connections to care, and school-based contacts that connect young people to treatment.

Status: Closed — deadline passed. The 2026 application deadline was September 14, 2026 at 11:59 p.m. The round is no longer actionable, so the formal Atlas Opportunity Score is 0 and no new applicant outreach, package work, CRM production, or submission activity should begin for this cycle.

Historical fit note: During the open 2026 cycle, the program presented a strong applicant-led telehealth and technology pathway because Exhibit E permits opioid-remediation telehealth, automated SBIRT technology, and related technology costs when tied directly to eligible treatment, screening, or connection-to-care strategies. That prior fit does not make the expired round actionable.

Dr. Miltie, LLC is not an eligible prime applicant under the published nonprofit, faith-based, public-entity and fiscal-sponsorship categories. A legitimate role could be as an applicant-selected vendor or clinical/technology partner after allowability, contracting and procurement requirements are confirmed.

Application Package

The full application requires a detailed narrative, target demographics, community need, sustainability and collaboration plans, measurable activities/outputs/outcomes, the BACF project-budget template, funding prioritization, and in-kind support disclosure. Nonprofit applicants must also provide a board list, current operating budget, current financial statement, IRS Form 990 filing verification, and a Michigan Charitable Solicitation License or applicable exemption. Schools and government entities are exempt from the operating-budget and financial-statement uploads. Fiscally sponsored projects require sponsor details and a letter accepting financial responsibility. Optional supporting material may also be uploaded.

Review and Scoring

Eligible applications are reviewed by BACF’s Opioid Remediation Committee and then the Board of Trustees. The published rubric evaluates cost, intended impact, proposal quality, feasibility and evidence basis, sustainability, and funding recommendation. Applicants are prohibited from lobbying committee members outside the formal review process.
