Funding Watch Overview
Funding Watch — not an open provider application. The Maryland Department of Health Behavioral Health Administration (BHA) is currently publishing draft FFY27 applications for the federal Substance Use Prevention, Treatment and Recovery Services (SUPTRS) Block Grant and Community Mental Health Services Block Grant (MHBG) for public comment. Atlas is tracking this because these federal block-grant flows help shape Maryland behavioral-health funding priorities, but BHA has not yet published a downstream provider mini-grant solicitation, applicant deadline, award ceiling or controlling local application package.
Verified Funding Priorities
BHA states that SUPTRS and MHBG funds support prevention, treatment, recovery supports and other services that supplement Medicaid, Medicare and private insurance. The State identifies priority uses including services for uninsured or temporarily uninsured people, otherwise-uncovered priority services for low-income populations, primary prevention, and performance/outcome data activities.
The draft FFY27 SUPTRS application includes a requested 5% crisis-services set-aside. Maryland’s draft describes a statewide crisis continuum built around 988 contact centers, mobile crisis response and stabilization services, crisis receiving/stabilization capacity, child and youth crisis services, workforce training and CCBHC coordination. The draft FFY27 MHBG application includes a 10% set-aside for evidence-based early intervention for early serious mental illness and a 5% crisis-services set-aside.
Who Should Watch
Maryland local behavioral-health authorities, behavioral-health providers, community-based organizations, nonprofits, crisis-service operators, recovery organizations and other qualified entities should monitor BHA for any later local grant, mini-grant, RFA, procurement or pass-through funding notice tied to these block-grant priorities. Atlas does not currently claim that any of these organizations are direct applicants, because provider-level eligibility has not yet been published.
Atlas Analysis
Atlas Opportunity Score: 91/100. This is a high-confidence behavioral-health funding-flow watch because the Maryland BHA has published current FFY27 draft block-grant materials and is actively gathering public comment. The score is below a fully actionable grant because no downstream provider application, award structure or deadline is yet verified.
N9+ Direct Vendor Fit: 0/100. QC Healthcare Fit: 0/100 at this stage. The current documents describe state block-grant priorities, not an equipment procurement or physician-coverage solicitation. Atlas will not manufacture a commercial pathway. Any future Dr. Miltie fit must be established from a controlling downstream RFA or grant notice.
Next Action
Behavioral-health organizations should review the current BHA public-comment materials, track the final FFY27 block-grant applications, and prepare evidence of service reach, crisis-system capability, workforce capacity, outcomes, Medicaid/non-Medicaid financing and community need. Atlas should convert this Funding Watch into one or more Active opportunity records only after BHA publishes a verified provider-level solicitation or other actionable funding mechanism.
