Opportunity Overview
The Maryland Center for School Safety (MCSS) FY2027 SRO Adequate Coverage Grant is a non-competitive, State-funded program for Maryland local public school systems and law enforcement agencies. It supports the staffing needed to satisfy Safe to Learn Act school-safety coverage requirements, including School Resource Officers (SROs), School Security Employees (SSEs), and adequate law-enforcement coverage during routine school hours or after-school activities.

MCSS began accepting FY2027 applications on July 1, 2026. The controlling program page states that applications are due August 31, 2026 at 5:00 PM Eastern Time. Eligible direct applicants are Maryland local public school systems and law enforcement agencies. Private and nonpublic schools are not eligible for this specific program.
Eligible Cost Intelligence
The program primarily supports salary and fringe benefits for SROs and SSEs and overtime wages used to provide adequate law-enforcement coverage. MCSS also confirms that training and equipment costs can be eligible within strict limits: training may not exceed five percent of the allocated amount per school facility, and equipment may not exceed two percent of the allocated amount per school facility.
Funding is allocation-based rather than competitive. MCSS directs applicants to the FY2027 NOFA and Appendix 1 for each jurisdiction’s allocation. Atlas therefore does not invent a single statewide per-applicant ceiling.
Implementation Requirements
SROs and SSEs must satisfy applicable Maryland statutory and regulatory requirements. MCSS states that an SRO-related memorandum of understanding should accompany the application; when an agreement does not yet exist, the requirement must be satisfied within 60 days of the award date and no reimbursement will be issued until it is in place. Reimbursement requests also require payroll and timekeeping support for applicable personnel costs.
