Opportunity Overview
Maine DHHS, Office of Behavioral Health, maintains an active Willing & Qualified contracting pathway for Residential Services, PNMI Appendix E through December 31, 2026. Maine’s current W&Q inventory lists both CT NOI 0620260480 and CT NOI 0620260379 for Residential Services, PNMI. Both describe the same underlying CTMV 20250626RESIDENTIALS, the same Amendment 2 amount, revised total, term, qualification requirements, and 20-provider schedule. Atlas therefore consolidates them into this single canonical opportunity and uses the newer 0620260480 posting as the primary source.
Service Scope
The agreements support clinically eligible people receiving Private Non-Medical Institution (PNMI) Appendix E residential treatment. OBH covers portions of treatment not covered by MaineCare or insurance and portions of client rent up to Fair Market Rent in order to maintain continuity of care.
Current Funding and Providers
The current PJF states Amendment 2 of $786,379.00 and a revised projected total of $2,359,135.86. The attached schedule contains 20 incumbent provider agreements totaling the same $2,359,135.86, including MaineHealth, Fellowship Health Resources, Spurwink Services, Shalom House, The Opportunity Alliance, Volunteers of America, Motivational Services, Relatives & Friends Together for Support, Alternative Services-NE, Sweetser, Community Concepts, Employment Specialists of Maine, Kennebec Behavioral Health, Ascentria Community Services, Penquis, Aroostook Mental Health Services, OHI, NFI North, Community Health & Counseling Services, New Communities, and Peregrine Corp. These providers are incumbents, not unsent applicants for this exact pathway.
Eligibility and Qualification Requirements
Providers must be licensed by the Maine DHHS Division of Licensing and Certification, employ qualified licensed practitioners, and be providers of this service under MaineCare. Spend-down and treatment rates are consistent with MaineCare PNMI Appendix E rates, while rental-subsidy rates are negotiated and may not exceed Fair Market Rent. Maine states that this service is Willing & Qualified and is not currently on the RFP schedule.
Atlas Relevance
This is a legitimate behavioral-health residential-care pathway, but the controlling procurement does not establish telehealth, remote-examination, diagnostic-device, or N9+ cost allowability. Dr. Miltie does not appear to be a viable direct prime provider because the required PNMI facility, licensure, MaineCare provider status, and qualified clinical staffing are not established.
Next Action
Preserve the 20 named organizations as incumbents and treat 0620260480 and 0620260379 as duplicate State postings of the same underlying pathway. For any prospective additional provider, verify current W&Q availability, PNMI Appendix E licensure, MaineCare provider status, staffing, residential capacity, and funding availability before applying canonical CRM, Atlas_Email_Queue, Email Opt-Out, sent-history, reply, bounce, deadline, approval, and organization+exact-opportunity deduplication controls.
