CLOSED to new applications: Los Angeles County HRTP Cycle 3 CFCI justice-involved workforce for the 2028 Games deadline passed Friday, October 30, 2026, at 12:00 p.m. Pacific Time. Los Angeles County Department of Economic Opportunity (DEO), administered by Dalberg, invites qualified High Road Training Partnerships (HRTPs) to compete for the Care First Community Investment (CFCI) Justice-Involved Workforce Development grant track, preparing justice-involved Los Angeles County residents for high-road jobs supporting the 2028 Olympic and Paralympic Games and other major events. This is an applicant grant, not a procurement solicitation.
Funding
The CFCI Justice-Involved track allocates $792,000 across up to one competitive grant. This is its track funding pool, not a guaranteed individual applicant award; exact award terms will be determined during contracting. The wider HRTP Cycle 3 program pool is more than $7.7 million across six separate funding tracks and up to eight grants. No fixed separate individual award cap or mandatory cash-match percentage is stated in the reviewed RFA.
Who may apply
Applicants must be eligible five-role Los Angeles County HRTPs, with one lead applicant/fiscal agent, a sector intermediary, an employer, a labor or worker representative, and a training provider. A nonprofit or qualifying for-profit workforce-development entity may serve as lead; a government agency cannot be lead fiscal agent. The sector intermediary, employer and worker representative must be separate legal organizations. Partners must have a qualifying LA County location (or document the permitted location establishment by grant execution), be in good standing, and sign the mandatory MoUs/LoCs. Each partnership may submit just one application to one Cycle 3 track.
Justice-involved participant and 2028 Games requirements
Justice-involved individuals must be the primary priority population and at least 50% of all participants must be justice-involved. Training must lead to unsubsidized high-road jobs related to the 2028 Olympic and Paralympic Games or comparable major events. At least one employer partner must have experience in the 2028 Games or other major events, and that partner’s written commitment must describe how graduates will be hired.
More than 50% of employment placements must directly or indirectly support the 2028 Games. Priority sectors include public transportation, retail, hospitality, food services, arts, media, entertainment, and other eligible event infrastructure, operations, and tourism occupations. Applicants must propose tailored case management, supportive services, and barrier-reduction measures beyond the basic HRTP minimums to address employment challenges justice-involved participants face. Those requirements are specific to this track, and differ from the separate CFCI General Workforce track.
Grant implementation and permitted costs
Planning begins January 2027. The applicant’s training must begin no later than May 1, 2027, and end by December 31, 2027; placements, retention support, reporting and closeout continue through March 31, 2028. Required documents cover staffing, training plans, employer commitments, measurable graduation and placement targets, supportive services, logic model, detailed budget, and participation tracking. Funding is subject to RFA allowable-expense conditions and monthly reimbursement, generally 30 to 45 days after proper invoices. Indirect expenses are capped at 10% unless supported by an approved federal negotiated rate; up to 10% of payments depend on validated placement outcomes.
