The State’s current FAQ says primary subrecipients may use contractors, and providers not originally at the table may still contact Regional Committees or technical-assistance providers regarding participation. Any contractor engagement remains subject to the approved regional project, state/federal rules, procurement requirements, and subrecipient-specific timing.

Dr. Miltie is not a new direct grant applicant for the closed regional round; the defensible route is technology contractor/implementation partner to an awarded subrecipient. The State also says program costs for technology and telehealth are generally allowable when tied to approved projects, but Atlas does not infer that any specific N9+ purchase is already approved or that any recipient has an open procurement.
