Illinois Byrne State Crisis Intervention Program: Local FRO Implementation Support
The Illinois Criminal Justice Information Authority (ICJIA) is accepting competitive applications under Notice of Funding Opportunity 3342-0726 for local government projects implementing or strengthening firearms restraining order (FRO) programs, related crisis intervention procedures, training, compliance, and community response. This is a genuine state-administered federal pass-through grant competition, not a vendor procurement contract.
Applicant awards and deadline
The official Illinois AmpliFund notice offers individual competitive awards from $150,000 to $1,000,000. The $5,000,000 funding amount is the total competition pool, not a per-applicant award. The official Illinois GATA notice identifies an application period of September 22 through November 4, 2026. The exact closing time is not specified in the publicly accessible notice text and must be checked in the official application interface and NOFO Instructions before submission.
Applicant eligibility
Eligible direct applicants are qualifying Illinois local government entities, including counties and municipalities; special district governments are listed in the official portal. Illinois state agencies may apply as coordinating agencies for projects supporting local municipalities and must supply memoranda of understanding with the relevant local partners. A local government may apply as the implementing and fiscal agency for a justice-system program agency. Nonprofits and other governments may participate as monitored subrecipients of an eligible primary grantee, but nonprofits are not identified as direct lead applicants for this competition. A prior SCIP award does not automatically exclude an agency, provided its new proposal is substantively different and does not supplant the existing project.
Allowable activities and restrictions
Supported purposes include FRO system-partner training, FRO compliance and enforcement, coordinated local implementation, treatment linkages, community infrastructure, and follow-up. Grant funds may not be used to advocate enactment, repeal, or amendment of laws or policies. Recipients and subrecipients must not charge profit or management fees. Indirect costs may be allowable under a negotiated rate or the applicable eligible de minimis method, subject to the state GATA election rules. The specific competition matching requirement and complete cost restrictions must be checked against the full NOFO Instructions; no unverified match rate is represented here.
How to apply
Applicants must complete the Illinois GATA Grantee Portal prequalification and the required current-year internal-control questionnaire, then submit the project narrative, budget, required certifications and other NOFO materials electronically through the official Illinois Euna/AmpliFund grant application portal. Submissions by email, post, fax or in person are not accepted. The portal will not accept late submissions. Review the current NOFO Instructions and October 15 questions-and-answers update before applying. For program questions, the funding contact is CJA.SCIP@Illinois.gov.
