Eligible projects and costs

The guarantee can support alteration and renovation, construction and expansion, modernization, and related capital costs at Health Center Program approved medical facility sites. HRSA’s instructions state that qualifying alteration and renovation and construction and expansion projects may include the purchase of related moveable equipment. HRSA defines this equipment as nonexpendable items with a useful life of more than one year that are not permanently affixed and can be moved without changes to utilities or structural characteristics.

How to apply

HRSA states that eligible health centers may apply at any time. The process starts by expressing interest through the BPHC Contact Form with the health center’s H80 award number, project scope, construction type, total project cost, financing needs, potential lenders, and project timeline. The full application and HRSA review then proceed through the HRSA Electronic Handbooks.

The program instructions describe project and environmental documentation, a lender statement and commitment, comprehensive lender credit analysis, four years of audited financial statements, historical visit volume and payer mix, project development due diligence, appraisal information when applicable, and scope of project documentation among the materials that may be required.
