Broad Eligibility

CSBG state associations; qualifying Community Action Agencies under the state-association fallback/support rule; qualifying directly funded Tribes; and CSBG-funded territories. The controlling NOFO contains an internal tribal-year inconsistency: its eligibility section says FY2025 while a subsequent responsiveness provision says FY2024, so ACF clarification is required before relying on the year criterion for a Tribal applicant.

Atlas Analysis

This cooperative agreement is focused on diaper-distribution infrastructure, community partnerships, bulk purchasing, referrals, implementation learning, and evaluation intended to improve health and economic well-being for low-income families. Applicants should align project activities and costs directly to those purposes and the controlling federal requirements.

The U.S. Department of Health and Human Services, Administration for Children and Families Office of Community Services (OCS), is accepting applications for the Diaper Distribution Demonstration and Research Pilot (DDDRP), HHS-2026-ACF-OCS-EDA-0024. Applications are due September 15, 2026 at 11:59 PM Eastern Time. The attached controlling NOFO provides approximately $29 million in total program funding for 14 cooperative agreements, with a minimum award amount of $500,000 and a maximum award amount of $2,000,000 for a three-year project period with one budget period. The current Grants.gov and Simpler.Grants.gov synopsis lists a $1,000,000 award minimum, which conflicts with the attached NOFO; an applicant planning a federal request below $1,000,000 should obtain ACF clarification before submission.

Eligible applicants include Community Services Block Grant (CSBG) state associations, qualifying Community Action Agencies under the state-association fallback and majority-support requirements, Tribes directly funded by CSBG, and CSBG-funded territories, subject to the controlling NOFO eligibility documentation. The program is designed to test diaper-distribution models, partnerships, bulk purchasing, referrals and related approaches intended to improve the health and economic well-being of low-income families.

The controlling NOFO requires non-Federal cost sharing equal to 9% of total project cost. The requirement may be met with cash and/or in-kind contributions from the applicant, partners, or other third parties. A limited statutory waiver applies to qualifying awards to the governments of American Samoa, Guam, the U.S. Virgin Islands, and the Northern Mariana Islands as described in the NOFO.

The NOFO requires two application files plus the standard Grants.gov forms. File one contains the table of contents, one-page project summary, project narrative, and line-item budget with budget narrative. File two contains the applicable ACF priorities attestation, indirect-cost agreement, nonprofit-status proof, additional eligibility documentation, organizational-capacity support, third-party agreements, and letters of support. Files one and two have a combined 75-page limit. Required standard forms include the Project Abstract Summary, SF-424, SF-424A, SF-424B, Key Contacts, Grants.gov Lobbying form, SF-LLL when applicable, and SF-P/PSL. Applicants must have active SAM.gov/UEI and Grants.gov registrations and submit through Grants.gov by 11:59 PM Eastern Time on September 15, 2026.

Applicants should focus the proposal on the required diaper-distribution demonstration, partnership, purchasing, referral, evaluation, and family well-being activities described in the federal notice. Any technology expense should be included only when it is demonstrably necessary to the applicant’s approved program design, allowable under the NOFO and federal cost principles, and fully supported in the project budget and narrative.
