Opportunity Overview
The Town of Greenwich, through its Purchasing Department on behalf of The Nathaniel Witherell, has issued RFP #7968 — Pulmonary Rehab Program and Oxygen Supplier. The Nathaniel Witherell is a Town-owned and operated 202-bed skilled nursing facility. The solicitation is open and seeks a qualified contractor to provide pulmonary rehabilitation, respiratory therapy support, oxygen and related equipment/services.
The RFP was issued September 9, 2026. Sealed proposals are due September 30, 2026 at 11:00 AM. The official Greenwich bid posting and RFP publish the clock time but do not separately identify a time zone, so Atlas does not add one.
Contract Value and Term
The Town does not publish a total contract ceiling. Respondents submit a fixed fee structure and unit pricing for respiratory therapy services, equipment, oxygen and related items. The anticipated contract is an initial one-year term with four additional one-year renewal options by mutual consent.
Scope and Qualifications
The selected provider must furnish a pulmonary rehabilitation program that includes clinical evaluation, development and implementation of plans of care, respiratory personnel who are appropriately qualified, licensed or certified, and clinical management consistent with physician-directed care. The contractor is responsible for personnel screening and compliance, including background checks, drug screening, PPD requirements and exclusion checks for Medicare/Medicaid participation.
The scope also calls for respiratory staffing supervision and training, clinical and quality-management participation, patient education and care coordination, oxygen-tubing and supply changes, coverage for weekends/holidays/off-hours, respiratory records, equipment monitoring and other facility support. Pricing must account for implementation, training and the services described in the RFP.

Submission Method
Electronic, fax and email submissions are not accepted. Respondents must deliver one original, five copies and one flash drive in a sealed package clearly marked “RFP #7968 – PULMONARY REHAB PROGRAM AND OXYGEN SUPPLIER FOR THE NATHANIEL WITHERELL, SNF” to Town of Greenwich Purchasing Department, 101 Field Point Road, Greenwich, CT 06830. The bidder is responsible for timely physical delivery.
Procurement and Insurance Requirements
The RFP requires the successful contractor to satisfy the Town’s insurance requirements, including the signed insurance-procedure form and applicable liability coverage. Respondents should review Exhibit A closely and ensure their carrier and limits satisfy the solicitation before submission. This is a procurement, not a grant; no non-Federal match or cost share applies.
Evaluation
The evaluation totals 100 points: proposed fees/pricing for pulmonary and respiratory services, equipment and oxygen (25); clarity and comprehensiveness (20); qualifications and experience (20); support/services/expertise (25); and references (10). The Town intends to select the highest-ranked responsive finalist.
Atlas Fit Analysis
Atlas Opportunity Score: 95/100. This is a highly relevant Connecticut skilled-nursing respiratory procurement with a clearly defined scope, a current open window and a prior Greenwich procurement history.
N9+ / Dr. Miltie direct technology fit: 5/100 conditional. The RFP is centered on pulmonary rehabilitation, respiratory staffing, oxygen and related respiratory equipment rather than remote physical examination technology. Atlas should not force an N9+ role. QC Healthcare / other Dr. Miltie fit: 10/100 conditional. Physician-directed care is part of the clinical model, but the RFP does not establish a separate physician-services or telehealth procurement.
Connecticut Vendor Fit
Acute Care Gases is a particularly strong Connecticut vendor candidate. Its current public materials describe customized pulmonary programs for skilled nursing facilities, respiratory equipment, oxygen cylinders, concentrators and liquid oxygen. Greenwich’s prior tabulation for predecessor RFP #7731 also listed Acute Care Gases as a respondent. Atlas therefore rates Acute Care Gases at 99/100 applicant/vendor opportunity fit, subject to its own bid decision, staffing, insurance, pricing and final compliance review.
Next Action
Qualified pulmonary/respiratory vendors should review the complete RFP, attend the September 14 conference if useful, submit any written questions by September 16 at 11:00 AM, confirm insurance compliance, complete the fixed-fee/unit-pricing sheets and deliver the sealed physical package well before September 30, 2026 at 11:00 AM. Atlas should monitor the Greenwich bid page for addenda; none are listed on the current posting as of September 12, 2026.
