Opportunity Overview
Connecticut State Department of Education RFI 007 seeks providers capable of delivering K-5 structured-literacy professional learning. The result will be a Connecticut-approved provider list from which local education agencies and individual educators may independently select professional learning providers.
Important Procurement Distinction
This RFI is a qualification opportunity, not a guaranteed grant or contract award. Approval can create downstream access to Connecticut education purchasing, but CSDE does not promise a minimum purchase volume, contract value, or direct State award merely because a provider is placed on the list.
Deadline
The authoritative CSDE 2026 RFP page lists September 29, 2026 as the final deadline and does not publish a clock-time cutoff. A newly posted CSDE FAQ confirms that the intent-to-apply email described in Submission Information item 1 is due September 11, 2026. The FAQ does not state a clock time for that intent email, so Atlas does not invent one.
September 10 FAQ / Immediate Intent-to-Apply Gate
CSDE states that RFI 007 remains live and is following the schedule in the RFI Proposal. The FAQ confirms that the intent-to-apply email should identify the provider, primary contact name, email address, phone number, and the specific K-5 structured-literacy professional-learning offering being submitted for review.
The FAQ also clarifies that CSDE prefers temporary reviewer access with login credentials when evidence of learning resides in an online platform; narrative responses may be entered directly in the application or provided as a separate numbered attachment; there is no word or page limit for narrative responses; providers serving LEAs and schools are eligible even if they do not contract directly with individual educators; a digital badge or LMS completion record can satisfy the completion-document requirement; and resumes should be provided for key staff representatives of each function, with no preferred resume format or page limit.
Who Should Respond
Professional learning providers and vendors that can demonstrate strong alignment with Connecticut’s K-5 structured-literacy expectations should review the proposal, application, checklist and rubric linked by CSDE. The strongest responses will show relevant educator-learning expertise, evidence-based reading and structured-literacy alignment, scalable delivery capacity, and a clear implementation model for LEAs and schools.
Why Approval Matters
For qualified literacy providers, inclusion on the approved list can reduce friction for future LEA and educator selections. Atlas therefore treats the RFI as a meaningful statewide vendor-access opportunity even though revenue depends on later independent purchasing decisions.
Healthcare and School Health Relevance
The opportunity sits in the school ecosystem but is strictly focused on literacy professional learning. N9+ Direct Vendor Fit: 0/100. There is no defensible remote physical-exam, telehealth, clinical equipment, RPM, behavioral-health technology, or QC Healthcare pathway in the verified scope. Dr. Miltie direct-vendor disposition: No Bid.
Next Action
Providers already planning to respond should complete the required intent-to-apply email by September 11, 2026, using the RFI’s Submission Information requirements, then complete the proposal, application, checklist and rubric response for the September 29, 2026 final deadline. Because CSDE has not published a clock time for the September 11 intent gate in the FAQ, respondents should act promptly rather than assume a cutoff. Atlas will not initiate new applicant outreach this close to the intent-to-apply gate.
