Opportunity Overview
Connecticut’s FY2027 Conrad 30 / J-1 Visa Waiver application window opens October 1, 2026 at 8:00 AM ET and closes October 15, 2026 at 4:30 PM ET. The Connecticut Department of Public Health Primary Care Office administers the program to help qualifying international medical graduates continue practicing in underserved Connecticut communities.
What the Program Provides
This is a non-cash physician workforce benefit, not a conventional grant. Connecticut may recommend up to 30 international medical graduates each year for waiver of the J-1 two-year home-country residence requirement. For the 2026-27 cycle, the DPH Commissioner has reserved up to three recommendations for General Surgery, Emergency Medicine, and Primary Care/Family Medicine under the state’s current rules.
Service Commitment and Geography
To receive a waiver through the Connecticut program, the physician must agree to serve for three years in a qualifying Health Professional Shortage Area (HPSA), Medically Underserved Area (MUA), or Medically Underserved Population (MUP). Connecticut states that the program itself makes no distinction among physician specialties, subject to the Commissioner’s reserved recommendations and other state/federal requirements.
Application Control
FY2027 applications will be accepted only electronically as a PDF emailed to the Connecticut DPH Primary Care Office with the subject line Conrad 30 Application. The initial window runs from 8:00 AM ET on October 1 through 4:30 PM ET on October 15, 2026. If fewer than 30 applications are deemed complete, DPH may later post a notice extending acceptance until April 1, 2027 or until the federal maximum is reached; applicants should not assume that extension will occur.
If more than 30 complete applications are received, Connecticut uses a lottery process. State rules limit Flex recommendations to no more than three, and all recommendations remain subject to DPH review and Commissioner approval.
Atlas Analysis
Atlas Opportunity Score: 94/100. This is a high-value physician recruitment and retention pathway for Connecticut hospitals, health centers, rural and underserved providers, and other qualifying healthcare employers competing for difficult-to-recruit physicians.
N9+ Direct Vendor Fit: 0/100. QC Healthcare Fit: 0/100. Conrad 30 provides immigration-waiver sponsorship rather than cash, equipment, telehealth-platform funding, connected clinical devices, or contracted physician coverage. Atlas therefore does not infer a technology or services procurement pathway.
Next Action
Before October 1, obtain the current FY2027 application package, confirm the physician’s federal and Connecticut eligibility, validate the proposed HPSA/MUA/MUP practice location and service arrangement, assemble the required physician/employer documentation, and prepare the complete PDF for electronic submission during the October 1-15 initial window.
