Atlas Analysis
Fully reviewed official CDOT FY2027-FY2029 Transportation Alternatives and Safe Routes to School call, 50-page October 2026 guidance, application webpage and LOI steps on 2026-10-30. Genuine competitive reimbursement grants, not vendor procurement. Combined single project application considered for TAP or SRTS, so one record represents the shared solicitation. Award ranges infrastructure $250,000-$2,000,000 (existing-CDOT-supplement exception); non-infrastructure $25,000-$2,000,000. SRTS $7,700,000 and TAP approximately $24,500,000 are funding pools. Mandatory 2026-12-15 LOI and invited 2027-02-19 full application both before 11:59 p.m. with no official time zone stated. Match minimum 20%, limited local waivers, reimbursement, project and expense exclusions, 2027-2029 federal appropriation contingency. Checked all existing published/pending/draft titles for Colorado CDOT/SRTS/TAP and searched relevant source_URL, grant identifier and content metadata, no same-cycle record. Record pending because existing protected approval process is currently in a documented Draft-status conflict with publisher automation; must not transition into unsafe Draft just to auto-release.
Colorado Transportation Alternatives and Safe Routes to School FY2027-FY2029 Grants
The Colorado Department of Transportation (CDOT) opened a combined competitive grant call on October 30, 2026, for federal fiscal years 2027 through 2029. Each project may be considered under the Transportation Alternatives Program (TAP) or Safe Routes to School (SRTS), as appropriate. This is applicant-facing financial assistance, not a vendor procurement. Awards are contingent on future federal allocations.
Funding and deadlines
Individual infrastructure grants may request $250,000 to $2,000,000; eligible existing CDOT-funded infrastructure projects seeking supplemental funds have no minimum request. Individual non-infrastructure grants may request $25,000 to $2,000,000. CDOT estimates a $7.7 million statewide SRTS funding pool plus regional TAP allocations totaling $24.5 million. These are program-level amounts, not individual applicant awards. A mandatory Letter of Interest is due before December 15, 2026, at 11:59 p.m. Invited full applications are due February 19, 2027, at 11:59 p.m. The controlling guidance does not specify the time zone.
Who can apply
Eligible direct applicants are qualifying Colorado cities, towns, counties, regional transportation or transit agencies, natural resource or public land management agencies, school districts and local education agencies, public or nonprofit private schools, federally recognized tribal governments, and metropolitan planning organizations for areas with a population of 200,000 or less. Other nonprofits and larger MPOs can be partners with an eligible lead. Applicants must be eligible for federal funding, authorized to contract with Colorado and clear of relevant FHWA inactive-project restrictions.
Eligible projects and restrictions
School-related projects improve walking and bicycle safety for K-12 students: crossings, sidewalks, traffic calming, protected bicycle facilities, pedestrian accessibility, crossing guards, bicycle safety instruction and safe walking initiatives. SRTS infrastructure must be within two miles of a K-12 school and include an educational element. TAP also permits eligible bicycle and pedestrian networks, transportation-related wildlife and environmental mitigation, preservation of historic transportation facilities and certain boulevard conversions. Ineligible costs include routine operations and maintenance, grant administration, general recreational facilities, unrelated promotional activities and projects outside approved transportation categories.
Cost share and submission
Funds are generally reimbursed after approved costs have been paid. At least 20% local match is normally required in cash or approved equivalent; a specified match waiver may apply to qualifying local governments. Each applicant may submit up to two project LOIs. Submit each LOI using the official CDOT form and online upload portal; after review, eligible applicants may be invited to submit the full application, mapping if applicable, required supporting documents, project budget and sustainability plan. The February deadline does not replace the mandatory December LOI deadline.
