Opportunity Overview
Global Communities is seeking licensed and licensed-eligible mental-health providers to support its Healthy Start Enhanced program in San Bernardino County. The RFP was issued September 1, 2026 and seeks individual clinicians, small or group practices, and community-based providers able to deliver culturally responsive perinatal mental-health services through telehealth and/or in-person care.
Deadline and Submission
Proposals are due September 15, 2026 at 5:00 PM Pacific Time. Questions are due September 7, 2026 at 5:00 PM Pacific Time. Proposals are submitted by email to the procurement contact identified in the RFP and must include the proposal narrative and pricing information as separate attachments.
Scope
Selected providers may deliver individual, couples and family counseling during pregnancy and through one year postpartum; support for depression, anxiety, trauma and adjustment; timely referral response; culturally responsive and trauma-informed care; and optional participation in Healthy Start partner meetings and staff training. Healthy Start may fund up to 15 therapy sessions per enrolled adult participant, subject to the final contract and available funding.
Who Can Respond
The RFP encourages licensed mental-health clinicians, organizations with licensed or licensed-eligible practitioners, individual and group practices, and community-based providers. Relevant experience with pregnant, postpartum, parenting and family populations and perinatal mood and anxiety disorders is preferred. Spanish-language capacity is particularly encouraged for the San Bernardino County program.
Atlas Analysis
Atlas Opportunity Score: 88/100. This is a current maternal-health and behavioral-health contracting opportunity with a clear telehealth pathway and a defined September procurement window.
N9+ Direct Vendor Fit: 0/100. The verified scope is licensed mental-health counseling rather than connected physical-exam equipment, remote diagnostic hardware or general telehealth-platform acquisition. Atlas should not position N9+ as an allowable or requested component.
QC Healthcare Fit: 10/100 conditional. The solicitation requires licensed or licensed-eligible mental-health providers and does not establish a role for general physician coverage. QC Healthcare should not be pursued unless its verified licensed-clinician capabilities independently satisfy the RFP’s mental-health qualifications.
Required Next Action
Interested mental-health providers should confirm licensure and perinatal behavioral-health qualifications, define their telehealth and/or in-person service model for San Bernardino County, prepare clinician resumes and pricing, submit any procurement questions by September 7, and deliver the complete proposal by September 15, 2026 at 5:00 PM Pacific Time.
