Atlas Analysis

EDD Notice WSIN26-20 (issued October 8, 2026), the current PY 2026–27 SFP index and September 10 EDD forecast were reviewed October 29. $17 million is the overall ETPP funding pool, not an award maximum for each applicant. EDD forecast an estimated 8–32 awards, subject to change. Six target populations and broad applicant categories are established by EDD's notice. November 9 at 11:59 p.m. is confirmed, but the public notice does not expressly state its time zone. The controlling full SFP with Forms could not be independently examined, so matching, allowed costs, submission details and final applicant-level limits remain unverified. This is a separate program-year round from the previously awarded 2025–26 ETPP competition. Official source: https://edd.ca.gov/en/jobs_and_training/Information_Notices/wsin26-20/

California Employment and Training Pathways Program, Round 2 — Program Year 2026–2027

The California Employment Development Department (EDD), coordinating with the Labor and Workforce Development Agency, released a competitive Workforce Innovation and Opportunity Act-funded grant opportunity on October 8, 2026. ETPP Round 2 helps organizations develop high-quality career-connected education, workforce training, supportive services and pathways into good-quality employment for Californians facing significant employment barriers.

Funding

EDD announces up to $17,000,000 for the full Program Year 2026–2027 competition, which is not an individual applicant award. EDD’s September 2026 forecast estimated 8 to 32 awards but said that anticipated award details may change. The accessible official release does not state a binding individual applicant award range or maximum. Consult the controlling ETPP SFP with Forms for those limits before budgeting.

Who may apply

EDD lists Local Workforce Development Areas and Boards; adult education and training providers; community colleges; private nonprofit organizations; labor organizations; tribal organizations; faith-based organizations; local governmental/public agencies; and community-based organizations as potentially eligible. Individuals are not eligible. Applicants must satisfy the full SFP’s program, geographic, partnership, and fiscal criteria before submitting.

Priority populations and eligible projects

Supported programs should serve one or more of six groups: English Language Learners; justice-involved people; people with disabilities experiencing employment barriers; opportunity young adults who are not in school or stable employment; veterans; and individuals receiving public benefits who face new work requirements. Programs may connect adult education, career training, education providers, employers and supportive services to improve placements in high-demand, family-sustaining jobs.

Application deadline and verification requirements

November 9, 2026, at 11:59 p.m. The EDD’s public announcement states this cutoff without expressly specifying a time zone. An encouraged notice of intent was due October 23, 2026. The complete controlling ETPP SFP with Forms must be checked for final applicant-specific award ceilings, matching or cost-share rules, permissible and excluded uses, detailed submission procedures, required attachments, scoring standards, and any amendments. The program should not be confused with the completed 2025–26 ETPP funding round.
