The California Employment Development Department (EDD), in coordination with the Labor and Workforce Development Agency, has opened the Farmworkers Advancement Program (FAP) Solicitation for Proposals for Program Year 2026-27. EDD states that up to $10 million in WIOA Governor’s Discretionary funds is available for regional projects providing farmworkers with essential-skills and upskilling training, wraparound supports, and pathways to quality jobs in or outside agriculture.
EDD’s current solicitation page establishes the proposal deadline as October 12, 2026 at 11:59 p.m. PT. The California Grants Portal reports an estimated per-award range of $1 to $1,000,000, a February 1, 2027 through March 31, 2029 performance period, reimbursement funding, and eligible applicant classes including nonprofits, public agencies, tribal governments, local labor partners, community colleges, local workforce boards, education and training providers, and farmworker-serving organizations. Applicants must demonstrate expertise assisting farmworkers and workforce development; emerging organizations may use substantive partnerships with experienced workforce providers.
The California Grants Portal states that formal matched funding is not required, but applicants must demonstrate the ability to leverage at least 20 percent of their budget with resources from other sources. Atlas will treat this as a leveraged-resources requirement rather than relabeling it as a mandatory match unless the controlling SFP states otherwise.
September 17, 2026 source-control update: EDD’s September 10, 2026 Grants Forecast estimates 10 to 15 FAP awards, with applicants able to request up to $1,000,000. The California Grants Portal, last updated September 3, shows an expected-award range of 5 to 15 and separately states in its narrative that EDD anticipates about 8 funded organizations. These award-count differences are preserved as source variance pending direct inspection of the controlling SFP.
VERIFICATION HOLD: The controlling FAP SFP with Forms is EDD document wssfp26-01.docx (https://edd.ca.gov/siteassets/files/jobs_and_training/pubs/wssfp26-01.docx), but the DOCX could not be directly inspected in the current execution environment. Publication, applicant outreach, package production, and direct-vendor classification remain blocked until Atlas verifies the controlling scoring rubric, required forms and attachments, budget rules, allowable and prohibited costs, submission mechanics, amendment/Q&A status, and all other material restrictions from that document. There is also a current source conflict on the encouraged Notice of Intent date: EDD’s September 3 WSIN26-12 says September 22, 2026 at 12 noon, while the California Grants Portal says September 25, 2026 at noon PT. Do not select either date as controlling until the SFP is inspected or EDD issues a clarification.
