Rehabilitative Investment Grants for Healing and Transformation (RIGHT) 4.0
The California Department of Corrections and Rehabilitation (CDCR) Division of Rehabilitative Programs is accepting applications for RIGHT 4.0, a noncompetitive, applicant-facing financial-assistance grant for eligible community-based nonprofit organizations already delivering trauma-informed, rehabilitative, and restorative justice programming in California state correctional institutions. This is a nonprofit funding opportunity, not a vendor purchasing solicitation. The 4.0 funding cycle is distinct from RIGHT 2.0 and RIGHT 3.0 awards.
Funding and individual awards
The state appropriated $19,400,000 in total RIGHT 4.0 grant funding. Individual applicant award amounts and any fixed maximum are not published. The controlling RFA and official applicant FAQ explain that award amounts depend on the number of qualifying applications and the points each qualifying organization earns. Applicants earn 1, 2 or 3 points based on organizational budget, plus up to one additional point for qualifying underserved institutions, special populations or non-English programming; a maximum of four points applies. Total funding is divided across all qualifying points, so no individual dollar range can responsibly be inferred. The official Grants Portal reports no required matching funds, and CDCR’s FAQ indicates the full award is paid in one disbursement after eligibility processing, rather than ordinary cost reimbursement.
Open application period
Applications opened October 1, 2026 and must be received online by November 30, 2026, at 11:59 p.m. The official RFA does not specify a time zone; applicants should confirm the precise interpretation with CDCR and submit early. Only one online application per organization is accepted, through the Qualtrics form linked in the controlling RFA and CDCR grants webpage. Late, duplicate, incomplete or falsified applications may be rejected.
Strict eligibility
An applicant must be a community-based 501(c)(3) nonprofit in good standing, or use an eligible 501(c)(3) fiscal sponsor, with a physical California office and California Secretary of State good standing. It must currently provide an existing rehabilitative program and demonstrate prior in-prison programming at a CDCR institution in at least two of the five years preceding the application. Fiscal-sponsored programs must demonstrate their own separate qualifying service history. Funds must support programs within California state correctional institutions. Newly founded organizations without this experience do not automatically qualify. Existing RIGHT 2.0 or 3.0 recipients may apply if they meet current rules.
Allowable use, exclusions and operating requirements
Funds sustain or expand eligible existing trauma-informed, rehabilitative or restorative-justice services, including deployment to additional CDCR institutions with proper authorization. College educational programming is prohibited. CDCR’s FAQ also prohibits stipends to incarcerated program participants. A new or significantly expanded program requires Warden written approval before implementation, not necessarily at application. Any research beyond routine participant/program data collection requires separate CDCR research approval. Recipients must maintain insurance and submit annual spending and activity reports and a final summary. The RFA describes the funding period as July 1, 2027 through December 1, 2029 and identifies a final report due December 1, 2030; one FAQ answer inconsistently refers to a December 1, 2029 reporting deadline, so recipients should confirm the latest controlling reporting schedule with CDCR.
Required application materials
Prepare the IRS 501(c)(3) determination letter, fiscal sponsor agreement if applicable, two years of organizational budgets, STD 204 payee form and any optional STD 205, supplemental payee record, OBS 1000/1500/1510 certifications, certificate of insurance or applicable exemption, Contractor Certification Clauses, California Secretary of State standing documentation, a program summary of no more than two pages, and Attachment A listing proposed CDCR institution locations and populations. The online Qualtrics submission accepts appropriately signed supporting PDFs. The RFA lists an eligibility review beginning February 26, 2027 and opportunities to correct technical deficiencies until March 29, 2027, but that later correction period does not extend the November 30 initial application deadline.
