Opportunity Overview
The Arkansas Department of Education, Division of Career and Technical Education, is accepting applications for the 2027–28 State Modernization Grant under Commissioner’s Memo CTE-27-002. The program supports High-Wage and High-Demand Career and Technical Education pathways by modernizing equipment in an already established pathway.
Funding and Match
Awards cover up to 85% of the total cost of the submitted equipment list for the 2027–28 school year. The school district must provide the remaining 15%. The current announcement and application do not state a fixed dollar award ceiling. The grant is equipment-only.
Deadline
Applications opened August 1, 2026 and are due Tuesday, November 3, 2026. The controlling ADE announcement and application state the date but do not publish a submission time or time zone. Atlas records the published date exactly and does not invent an unpublished time or time zone.
Eligibility
All Arkansas public school districts are eligible to apply. Only one application per school may be submitted, and the application must be completed by the district CTE coordinator. The selected pathway must already be operating with enrollment in at least two levels during the 2026–27 school year. A school that received State Start-Up funding for the same pathway within the previous five years is not eligible for Modernization funding for that pathway.
Healthcare and School Relevance
The current application expressly includes Behavior and Mental Health, Healthcare Services, and Nursing Services among the eligible H2 pathway choices. The equipment section directs applicants to list equipment from DCTE equipment lists and also permits a section for additional equipment. Additional equipment still requires DCTE acceptance and cannot be assumed eligible.
Required Application Materials
The current application checklist requires the Grant Application, Equipment List, Principal Letter, and Superintendent Letter. The principal letter must address the course progression plan, human capital needs, the 15% district minimum equipment obligation, and a growth and sustainability plan. The superintendent assurance letter must use the provided template, be signed by the superintendent, and be submitted on district letterhead.
Submission and Review
Applications are completed through the district CTE coordinator using the official ADE application materials. Round 1 scores school performance, previous grants, student impact, Perkins and state or local funding, early career experiences, and student opportunity. The highest-scoring applications advance to Round 2, which evaluates business and industry partnerships and postsecondary partnerships and includes interviews with identified partners.
Atlas Analysis
Atlas Opportunity Score: 94/100. This is a strong statewide school workforce opportunity with explicit health-related CTE pathways and substantial equipment support. The mandatory 15% district contribution is material and must not be represented as waived.
N9+ Fit Score: 84/100, conditional. The Nonagon N9+ device and platform may have a legitimate equipment role for an established Healthcare Services or Nursing Services pathway only if DCTE confirms the proposed equipment is allowable and the district independently determines it fits the pathway. N9+ eligibility is not preapproved by the published materials. Recurring platform, clinical services, and QC Healthcare costs should not be assumed allowable under this equipment-only program.
