State of Hawaiʻi Department of Land and Natural Resources (DLNR) — Legacy Land Conservation Program (LLCP), Fiscal Year 2027 Land Acquisition Grant
The FY2027 Land Acquisition Grant cycle is open. DLNR expects approximately $5.3 million in Land Conservation Fund grant funding to be available for awards. Funding supports acquisition of land interests, including fee title or conservation easements, to protect exceptional, unique, threatened, or endangered natural and cultural resources in Hawaiʻi.
Eligible applicants: State agencies, counties, and nonprofit land conservation organizations. Nonprofit applicants must have IRS nonprofit status and be registered with the Hawaiʻi Department of Commerce and Consumer Affairs.
Match / cost share: County and nonprofit awardees must provide matching funds covering at least 25% of total transaction costs. State agencies are not subject to that county/nonprofit match rule in the current program page.
Current cycle dates: Application period opened August 24, 2026. Agency Consultation Form was due September 14, 2026. Agency responses are expected by October 20, 2026 or earlier. The Full Grant Application is due November 2, 2026. A supplemental/final application is tentatively due January 22, 2027, after Commission consultation.
Submission method: Applicants first sign up with LLCP. Program staff creates SharePoint folders for the Agency Consultation and Application. The completed application and supporting materials are submitted through those LLCP-created SharePoint folders.
Required materials include: Forms 1–8, Agency Consultation responses, a signed Willing Seller Letter or status report, IRS nonprofit determination letter and conservation mission statement for nonprofit applicants, property maps and photos, property and parcel information, transaction-cost and matching-fund budgets, and supporting acquisition documentation. A title report is strongly recommended, and an appraisal or other documentation of estimated fair market value is expected.
Allowable project purpose: acquisition of land or conservation easements for resource preservation purposes under Hawaiʻi law, including watershed protection, coastal areas and ocean access, habitat protection, cultural and historic sites, parks, natural areas, agricultural production, open space, scenic resources, and related public-benefit conservation purposes.
Atlas Fit Score: 78/100. N9+ Fit Score: 0/100. QC Healthcare Fit Score: 0/100. This is a land-conservation acquisition program and is not an appropriate vehicle for N9+ or ordinary healthcare procurement.
