Opportunity: Targeted Outreach for Pregnant Women Act (TOPWA), Request for Application 26-003, FY 2027
Funding: Approximately $1,000,000 is available annually statewide for perinatal HIV prevention programs. The RFA does not establish a fixed individual applicant award ceiling. The number and size of awards depend on available funds and the number and quality of applications, and the Department may increase or reduce award amounts.
Deadline: Applications must be received by September 30, 2026 at 5:00:00 PM EST. Faxed or emailed applications are not accepted.
Submission: Applications must be uploaded through the Florida Department of Health Automated Upload System at requestforapplications.floridahealth.gov. Applicants should retain the upload session key as their confirmation record.
Purpose and eligible applicants
TOPWA supports targeted outreach and linkage services for pregnant people living with HIV, at heightened risk of HIV acquisition, or facing barriers to adequate prenatal care. Program priorities include early identification, engagement, HIV prevention, linkage or reengagement to HIV medical care and prenatal care, retention, education, and support through pregnancy and the postpartum period.
Eligible applicants are organizations with 501(c)(3) status, community health centers, or federally qualified health centers that provide HIV prevention and/or HIV care services and are located in an eligible county. The seven eligible counties are Broward, Duval, Hillsborough, Miami-Dade, Orange, Palm Beach, and Pinellas. Applicants must provide services and maintain a physical office in the proposed service area and demonstrate a proven record serving the populations targeted by the RFA. Local health departments may participate as unfunded partners but may not apply.
Match and funding restrictions
A mandatory matching contribution is required and may consist of cash or in-kind resources. The RFA states that in counties with populations above 50,000, up to 50 percent of the required match may be satisfied through in-kind contributions. The published Section 1.6 language does not state the overall match percentage or dollar amount, so Atlas does not infer one. Applicants must document the source, type, valuation, and program purpose of matching contributions.
At least 75 percent of funding, including personnel costs, must support required category components. Up to 15 percent may support recommended optional components. Administrative costs are capped at 10 percent of the total budget.
The RFA expressly states that medical or clinical services may not be funded. It does allow certain nonclinical program and systems costs, including outreach and linkage staff, prevention education, PrEP navigation, electronic health record enhancements, billing and reimbursement system enhancements, program supplies and educational materials, and other allowable program costs subject to the RFA and applicable state and federal cost rules.
Application requirements and post award conditions
The application package includes the required cover page, project narrative, budget summary and justification, work plan, funding sources form, organizational and staffing information, collaborations, evaluation plan, required letters and supporting documentation, and the RFA certifications and forms. Applicants must follow the prescribed application order and file requirements in RFA 26-003.
Applicants doing business with the State must comply with applicable MyFloridaMarketPlace registration requirements. Within 10 calendar days after award notification, awardees must provide a current W-9, liability insurance, lease documentation, and a bank letter of credit or certified financial statement showing credit or cash sufficient to sustain the project for at least three months.
Subcontracts and consultants are permitted, but the applicant remains responsible for the funds and may not subcontract proposed services without prior written approval from the Contract Manager and the Department.
Current amendment and question status
The RFA was released September 3, 2026. The formal question period closed September 10, 2026, and the Department’s schedule calls for answers to be posted September 18, 2026. As of Atlas verification on September 14, 2026, no RFA 26-003 question and answer document or addendum was posted on the controlling TOPWA funding page, so applicants should monitor the official page and Vendor Information Portal for later controlling guidance before submission.

This is a strong Florida maternal health, HIV prevention, outreach, care linkage, and community health funding opportunity for organizations with established HIV program capacity. The Nonagon N9+ device and platform is not a strong direct fit because the RFA expressly prohibits grant funded medical or clinical services. Any technology role would have to be nonclinical, necessary to an approved outreach or linkage workflow, clearly allowable under the budget rules, and accepted by the applicant and Department.
