Hawaiʻi DLNR Legacy Land FY2027 OMM Grant | Up to $51,000

Past Hawaiʻi Legacy Land Conservation Program land-acquisition awardees may request up to $51,000 for eligible operation, maintenance, and management of conserved properties. Applications are due October 12, 2026, but the current official materials do not publish an exact cutoff time or time zone, so Atlas is holding this opportunity in Draft.

Verification status: Draft. Atlas Opportunity Score: 64/100. N9+ Fit: 0/100. QC Healthcare Fit: 0/100.

The Hawaiʻi Department of Land and Natural Resources (DLNR), Division of Forestry and Wildlife, Legacy Land Conservation Program has opened its Fiscal Year 2027 Operation, Maintenance, and Management (OMM) Grant. The program supports ongoing care of lands previously protected through a Legacy Land Conservation Program Land Acquisition Grant.

Funding

DLNR expects $255,000 to be available for FY2027 OMM awards. Eligible applicants may request up to $51,000 per application, with no published minimum. One application may cover one conserved property or several related conserved properties owned by a single applicant. Funding remains subject to the fiscal-year program budget.

Who May Apply

An applicant must be a prior awardee of a Legacy Land Conservation Program Land Acquisition Grant used to purchase the property in fee simple and must remain the current owner of the property proposed for management. This is therefore a highly restricted opportunity and is not open to organizations merely interested in conservation work.

Match Requirement

County agencies and nonprofit land-conservation organizations must provide matching funds equal to at least 25% of the total project cost. Match may include direct money, a combination of public and private funds, land-value donation, or qualifying in-kind contributions. Matching costs are limited to the same eligible categories as grant costs, and applicants must be able to document valuation and the status of each contribution.

Eligible Costs

Grant and matching expenditures are limited to five categories: equipment; maintenance and repair; materials and supplies; professional services to prepare a management plan; and professional services to prepare an environmental assessment. Costs outside those categories are not eligible.

Applicants may request an advance payment when urgently needed to protect, restore, or maintain resources at risk. An approved advance is limited to 15% of the approved award or the minimum amount needed, whichever is less. Apart from an approved advance, funds are reimbursed against documented actual costs and evidence that a reasonable price was secured.

Application Package and Submission

Applicants first complete the official FY2027 OMM sign-up form. Program staff then creates a SharePoint application folder and emails the applicant an access link. The application requires information about the applicant and conserved property, management history, proposed activities and need, deliverables and timeframes, outcome indicators, continuation planning, maps and photos, estimated project cost and match, and a budget narrative. The current application materials must be completed in Adobe Acrobat or Adobe Acrobat Reader because browser PDF viewers do not execute the form calculations correctly. An official Excel budget workbook is available when the PDF budget cannot be used.

Deadline

The official program page and FY2027 guidelines state that the application cycle opened August 31, 2026 and that the grant application is due October 12, 2026. However, the current controlling public materials do not publish an exact October 12 cutoff time or time zone. Atlas therefore does not infer an end-of-day deadline and is holding this record in Draft under the Hawaii lane’s fail-closed verification rule.

Fit Assessment

This is a legitimate Hawaiʻi-administered state grant with strong conservation and land-management relevance but little direct healthcare alignment. Atlas scores the opportunity 64/100 for general grant-service fit, 0/100 N9+ fit, and 0/100 QC Healthcare fit. Equipment is an allowable category only when it is necessary for eligible conserved-property management; this does not establish any healthcare-equipment use case.
