The Navajo Nation Department for Child Well-Being is seeking qualified nonprofit organizations to provide domestic violence shelter and supportive services under a multi-year contract running from October 1, 2026 through September 30, 2029. The contract reimburses verified eligible bed nights at $100 per eligible bed night per person; eligible bed nights are the sole reimbursable unit.
Eligibility
Eligible respondents are certified 501(c)(3) nonprofit organizations located within or near the Navajo Nation, or outside its jurisdiction, that operate an established and staffed domestic violence shelter home or facility. Each respondent must have at least 10 permanent, dedicated shelter beds when the proposal is submitted and throughout the contract term.
Scope
The RFP covers immediate and temporary shelter, individual and group counseling, peer support, safety planning, advocacy and case management, community referrals, culturally and linguistically appropriate services, services for children exposed to violence, outreach and prevention, and access to a 24-hour crisis hotline. The RFP expressly states that health care services are not reimbursed under this contract.
Allowable and excluded costs
The budget narrative may address staffing, training and technical assistance, awareness and prevention materials, shelter rent and operating costs, client support costs, outreach, consulting or contractual services, and reasonable non-capital equipment and related technology necessary to perform the scope. Construction, facility renovation, real property, vehicles, capital equipment or other major purchases, direct payments to victims, 100 percent personnel costs, and excessive executive administrative costs are excluded.
Required proposal documents
Required documents include the Navajo Nation Debarment and Suspension form, W-9, Board Authorization Letter, current nonprofit proof, health and safety occupancy and operations permit, current liability insurance, the organization’s 2025 financial audit, current active SAM registration dated less than one month old, current Board of Directors list, Navajo Nation corporate registration and current good-standing/authority certificates, shelter floor and bed layout, current sleeping-area photographs, and an authorized shelter-capacity certification.
Submission
Respondents must submit one complete original proposal and three copies in a sealed packet. Proposals may be mailed or physically delivered to the Navajo Nation Office of the Controller, Purchasing Department, ATTN Sharon Belone, Buyer, Window Rock, Arizona. Faxed and emailed proposals are not accepted. The proposal package may not exceed 60 pages.
