On September 9, 2026, the West Virginia Department of Human Services (DoHS), Bureau for Medical Services (BMS), in partnership with the West Virginia Department of Education (WVDE), announced an expansion of Medicaid School-Based Health Services (SBHS). This is an ongoing reimbursement and service-delivery pathway rather than a one-time competitive grant.
What Changed in September 2026
The expanded program broadens student eligibility beyond the prior narrower school-based framework. Medicaid-eligible youth may qualify when they have an Individualized Education Plan (IEP), Individualized Family Service Plan (IFSP), 504 Plan, another individualized health or behavioral health plan, or when medical necessity has otherwise been established. The expansion also adds Board Certified Behavior Analysts (BCBAs), licensed social workers, and school counselors as provider types able to participate in the SBHS program.
Funding and Reimbursement Scale
State Plan Amendment SPA 26-0001, published by BMS on March 31, 2026, projected increased Medicaid SBHS expenditures of $1,765,248 in FFY 2026 and $3,309,841 in FFY 2027. BMS stated that the SBHS program is paid entirely through federal dollars and is budget neutral to the State at the overall state-budget level. These figures are projected program expenditures, not a fixed applicant award pool or per-school grant cap.

The pathway is relevant to West Virginia school districts and other school-based Medicaid participants operating under BMS and WVDE requirements, as well as qualified clinical and behavioral-health providers furnishing covered services in schools.
