Broad Eligibility
Eligible hospitals may include public hospitals, federally designated Critical Access Hospitals, federally designated Sole Community Hospitals, and qualifying safety-net hospitals meeting New York State's Medicaid, uninsured, dual-eligible or service-area criteria. VAPAP is discretionary; eligibility does not guarantee an award. Capital expenditures, including construction, renovation and major medical equipment, are excluded from eligible VAPAP expenses.
