FY27 Virginia Emergency Shelter Upgrade Assistance Grant Fund
Grant and funder: Virginia Department of Emergency Management (VDEM), Mitigation Grant ID 27002-2, fiscal year 2027. This is an applicant-facing matching grant program for local government emergency shelter infrastructure, not a government procurement notice.
Individual award: Maximum $450,000 in state grant funding per award. The Virginia General Assembly appropriated $2,500,000 for the entire FY27 program; this larger amount is not the amount available to an individual applicant. The state share ranges from approximately 60% to 75% of eligible project costs according to the locality fiscal stress index; the locality must cover the applicable remaining share and may contribute more.
Application window: Opened August 13, 2026. Applications and required documentation must reach VDEM through the EM Grants portal by November 30, 2026. VDEM’s public program page does not state a specific closing time or time zone.
Eligible applicants: Virginia cities and counties, the Towns of Chincoteague and West Point, and towns with populations exceeding 5,000 that operate qualifying independent emergency management programs, as defined under Virginia Code section 44-146.16. The locality must have a current locally adopted emergency operations plan meeting section 44-146.19(E), with updates on its four-year cycle.
Eligible projects: Purchase and installation of permanent emergency-shelter generators, generator transfer switches or quick connects, solar backup power solutions, and wind-resistance retrofits. Priority goes to protection of vulnerable populations, long-term permanent risk reduction, and primary local shelters verified in Local Capabilities Assessment Report submissions. One locality may file one application per year, potentially addressing multiple shelter sites. The locality normally may implement only one shelter upgrade award at a time; the agency describes a contingent exception if an earlier project is finishing.
Other conditions: Anticipated performance period is 18 months. Applicants should confirm eligible expenditures, local cost-share percentages, facility ownership, grant-agreement requirements, and supporting documentation with VDEM. Matching of certain FEMA Hazard Mitigation Assistance grants may be allowed when compliant with applicable grant requirements.
How to apply: Visit VDEM’s FY27 grant page for the Emergency Shelter Upgrade Assistance Grant application, checklist, policy guidance, and EM Grants portal registration instructions. New applicants must request a portal account with reason ‘Shelter Upgrade application’ and program category ‘Hazard Mitigation Assistance’; VDEM must approve access before the locality can complete an application.
