Atlas Analysis

Researched October 30, 2026 against EGLE's 23-page October 6, 2026 Clean Heavy-Duty Vehicles RFP, EGLE program page, and October 15 press release. State-administered EPA grant subaward, not vendor procurement. Fully reviewed individual award range ($100,000-$1,000,000), $260,000 per-vehicle grant cap, $4,291,185 statewide pool, minimum 50% match, reimbursement basis, eligible Michigan operators, fleet and scrappage criteria, disallowed expenses, application documents, and project term. Outstanding official-source discrepancy: RFP states December 4 at 5:00 p.m. (no deadline time zone listed) while program website indicates rolling competitive awards until funds run out. November 2 clarification is anticipated; check for formal corrections before final application deadline determination.

Application status: Open; deadline clarification pending. The Michigan Department of Environment, Great Lakes, and Energy (EGLE) is offering competitive grant subawards to replace eligible Class 6 and Class 7 diesel refuse, recycling, compost, and food waste collection vehicles with new zero-emission battery-electric vehicles. The October 6, 2026 controlling Request for Proposals (RFP) specifies proposals due December 4, 2026 at 5:00 p.m., without naming a time zone for that deadline. The current EGLE program webpage separately describes rolling competitive review until funds are exhausted. Applicants should plan to meet the December 4 date stated in the RFP unless the funder issues a formal clarification or amendment; funding may run out earlier.

Applicant funding and match

Anticipated individual grants range from $100,000 to $1,000,000, capped at $260,000 per eligible vehicle including eligible charging equipment and workforce training. The total program pool of $4,291,185 is not an individual award. A minimum 50% cost match of total eligible project cost (1:1) is required. The state reimburses paid, properly documented eligible costs; expenses incurred before the grant agreement are ineligible. All funds must be expended by December 31, 2028.

Who can apply

Eligible Michigan-based applicants include cities, townships, villages, county agencies, port and transit agencies, public and qualifying private schools, tax-exempt nonprofits focused on transportation or air quality, metropolitan planning organizations, and private businesses including agribusiness. Applicants and partners must maintain physical business locations and ongoing operations in Michigan. One application per applicant; partnerships are permitted. Projects must replace existing eligible, regularly operating Class 6 or 7 refuse trucks, not expand a fleet. Engine model year, prior mileage, replacement, scrappage or disposition requirements apply. Macomb, Oakland, Wayne, and other priority air-quality counties may receive preference.

Eligible costs and restrictions

Funding supports new zero-emission refuse vehicles, one eligible charging unit per replacement vehicle, and certain workforce training expenses (up to 5% of the budget). Ineligible expenses include most electric-service upgrades, wiring, panels, transformers, electricity, energy storage, power generation, fleet expansion, administration, and emissions testing. The RFP addresses indirect-cost calculation up to 15% of personnel and fringe. Supported vehicles and equipment must remain in Michigan service for at least five years after grant closeout. NEPA, domestic-content, and potentially Davis-Bacon requirements apply.

Application requirements

The online application requires a signed proposal, approved budget form, eligibility statement, fleet description, project timeline, organizational chart, current audit or financial statements, and applicable indirect-cost certification, partner commitment letters, environmental review forms and domestic-content documents. An active UEI from SAM.gov is required; recipients must enroll in Michigan SIGMA Vendor Self Services before a grant agreement. The question deadline was October 30, 2026, 5:00 p.m. Eastern Time; clarification is expected on the program page November 2.
