California city and county beverage container recycling funding: FY2026-27
CalRecycle’s FY2026-27 Beverage Container Recycling City/County Payment Program is an authorized applicant-facing noncompetitive local-government financial assistance program for eligible California cities and counties. Applications opened August 19, 2026. Funding requests must be submitted through CAPRS by November 17, 2026, at 11:59 p.m. The controlling guidelines do not expressly identify a time zone; applicant support ends at 4:00 p.m. that day. This is a formula payment program, not a general nonprofit competition or a procurement of services for the State.
Funding and eligibility
CalRecycle makes $10,500,000 in FY2026-27 program funds available across qualifying jurisdictions, not to any one applicant. An eligible city receives at least $5,000 and an eligible county at least $10,000, or a greater per-capita amount determined by CalRecycle. No universal individual award maximum is published. Eligible applicants are California cities, counties, and cities-and-counties identified by the California Department of Finance. Approved regional applications may join multiple qualifying jurisdictions. Private recycling vendors are not direct applicants.
Allowed uses and restrictions
Funds support beverage container recycling and associated litter reduction, including curbside and drop-off programs, appropriately allocated multi-material recycling bins, public outreach and education, recycling infrastructure, water refill installations when eligible, and cleanup activities involving recycled beverage containers. Expenses must be attributable to the eligible beverage-container portion of mixed activities. Exclusions include trash-only receptacles, projects solely for e-waste or used oil, costs paid by another CalRecycle grant, specified nonqualifying water equipment, and prohibited charter-city construction costs. Expenses may begin no earlier than the award date and the funding term ends January 5, 2029. No universal applicant match percentage is set out in the guidelines.
Submission and documentation
Apply using the City/County Annual Payment and Reporting System (CAPRS) with WebPass access and authorized designated contacts. Complete project and activity tabs, submit a signed Funding Request Certification, and supply a valid resolution or letter of authorization as applicable. Supporting documentation, expenditure reports, proof of payment, and compliance obligations apply. Payments are tentatively awarded in January or February 2027, with distribution anticipated in March or April 2027. Do not treat these expected dates as guarantees.
