Harris County Program Year 2027 CDBG General, Non-Housing: Harris County Housing and Community Development is inviting competitive proposals for public-facility and infrastructure improvements that benefit qualifying low- and moderate-income residents of its eligible service territory. This is a genuine county-administered HUD Community Development Block Grant applicant subaward opportunity, not a conventional private vendor construction bid. The county opened its PY2027 application cycle October 2, 2026.
Individual applicant amount: The controlling 17-page county Guidebook does not specify a fixed individual applicant minimum or maximum. Approximately $8,500,000 is the entire anticipated PY2027 CDBG General competition pool, based on prior HUD allocation, not an award for any one applicant. County may also consider appropriate CDBG disaster recovery or mitigation sources for projects meeting those requirements.
Deadline: The county’s application Guidebook identifies Friday, November 13, 2026, by 2:00 p.m. Central Standard Time (CST) via the PY2027 CDBG General Application Portal. However, an official October 7 addendum identifies the same cutoff as 2:00 p.m. CDT, an inconsistent time-zone designation because Texas observes standard time on that date. Applicants should clarify the controlling time with Harris County and submit early. The addendum must be acknowledged as instructed.
Eligible applicants and geography: Qualifying nonprofits, including faith-based providers carrying out secular eligible projects, municipal governments and other eligible local governments. Eligible construction and public-facility work must occur in unincorporated Harris County or one of the 11 cooperative cities: Deer Park, Galena Park, Humble, Jacinto City, Katy, La Porte, Morgan’s Point, Seabrook, Shoreacres, South Houston and Webster. The City of Houston, Baytown and Pasadena operate their own CDBG programs and are excluded from the county’s ordinary service area.
Eligible project types: Street improvement, water and sewer infrastructure, drainage improvements, public and neighborhood service facilities, youth or senior centers, and parks/recreation facilities. Projects must meet HUD objectives and generally benefit at least 51% low- and moderate-income persons, or qualify under applicable presumed-benefit rules. Projects for people experiencing homelessness, people with disabilities, survivors of domestic violence, abused/neglected children or older adults may qualify for certain public-facility priorities.
Design and site requirements: At application, public-facility projects need at least 60% design plans and infrastructure improvements need at least 80% complete project plans. Fully developed plans get priority. Less-than-complete plans must include schedules; final 100% plans are due by March 1, 2027, and construction documents are required by the stated conditional-award timetable. Applicants must demonstrate site control, and provide environmental review information, relevant permits, and an operations and maintenance plan.
Cost restrictions and reimbursement: This program pays allowable costs primarily by reimbursement after expenditure and approval (limited acquisition-at-closing exception); costs incurred before contract approval are not presumed eligible. Applicants must demonstrate about four months/120 days of liquid working capital or appropriate credit. Relevant federal requirements may include Davis–Bacon prevailing wages, Build America Buy America, HUD Section 3, permits, and applicable environmental protections. The Guidebook does not establish a universally required applicant matching percentage; no percentage has been invented.
Required steps: Maintain active SAM.gov and UEI registration and current county tax standing. Review and follow the county’s 17-page CDBG General Guidebook, Environmental Review, Project Schedule, Project Budget, General Requirements and Conflict of Interest documents, plus October 7, 2026 Addendum No. 1. The addendum changes budget/financial-management questions concerning annual organizational revenue and prior-year federal funding and specifies an acknowledgment requirement. Submit the official portal application no later than November 13. Up to two proposals are allowed here, within an overall three-proposal cap across related CDBG/ESG programs.
Official guidance: Harris County HCD PY2027 CDBG General opportunity, Guidebook, Addendum No. 1, and application attachments (reviewed October 29, 2026). This record remains held from protected publication approval pending reconciliation of the conflicting CDT/CST wording and final required attachments.
