Harris County Program Year 2027 Community Development Block Grant (CDBG) Public Services: Harris County Housing and Community Development is accepting competitive applications for applicant-facing public service subawards supporting low- and moderate-income residents in its eligible county service areas. The competition opened October 16, 2026. It is an authorized county-administered HUD assistance program, not an ordinary vendor procurement contract, despite being designated an RFP.
Applicant-level grant amount: The official 20-page RFP Guidebook does not publish a fixed individual applicant minimum or maximum. The expected $1,400,000 is the entire PY2027 CDBG Public Services funding pool, not an award available to each applicant. Eligible funding depends on the proposed project budget, county evaluation and available allocation.
Application deadline: Friday, December 4, 2026, by 2:00 p.m. Central Standard Time (CST). Apply through the official Harris County PY2027 CDBG Public Services Application Portal linked from the county notice. No late proposals are accepted. County technical assistance for substantially completed applications runs November 2–13, 2026.
Eligible programs and applicants: Projects benefiting qualifying low- and moderate-income individuals or eligible areas, especially homelessness and homelessness prevention, children and youth, or abused or neglected children. Homelessness projects that meet HUD Emergency Solutions Grants (ESG) eligibility receive heightened priority. Eligible applicants include qualifying secular and faith-based nonprofits delivering eligible services, and other authorized community/governmental organizations. Applicant programs and beneficiaries must satisfy the official county service area map, HUD national objective rules, applicable civil rights requirements, current SAM/UEI, and nonprofit tax eligibility.
Funding share: Harris County requires at least 25% documented and verifiable leveraged project funding and will not consider an application requesting more than 75% of eligible project costs from this CDBG award. This is a county leveraging rule, not the ESG program’s separate 100% match. The Guidebook clarifies that CDBG has no federal matching mandate but the county’s 25% leverage rule still applies.
Financial and program restrictions: Payments are generally by reimbursement. Applicants must demonstrate approximately four months (120 days) of liquid organizational working capital or a suitable credit line; private pledges or uncollected grants alone do not establish working capital. Projects and beneficiaries must meet federal CDBG public-service rules, conflict-of-interest, no-debarment, recordkeeping, and applicable equal access obligations. A proposal is not a guarantee of grant funding.
Application documents: Use Harris County’s official online application, CDBG Public Services project budget, General Requirements, and Conflict of Interest attachments. Submit a detailed project scope, organizational records, capacity evidence, financial statements and required community-service eligibility evidence. An organization may submit up to two proposals in this competition, subject to an overall three-proposal limit across related CDBG and ESG funding competitions.
