Open Pennsylvania Urban Food-Access Infrastructure Funding
The Pennsylvania Department of Agriculture is accepting applications for the current Urban Agriculture Infrastructure Grant Program. The program supports urban agriculture infrastructure intended to strengthen local food systems, fill infrastructure gaps, scale operations, encourage collaboration, and help overcome food deserts.
The live Commonwealth program page states that applications are due October 16, 2026 at 5:00 PM. The page does not state a timezone, so Atlas does not invent one. An older FAQ linked from the program page still references an October 31 closing date; Atlas uses the current live program page as the controlling public deadline unless Pennsylvania publishes a formal correction.
Award Structure
Microgrants support one-time projects or single-entity applicants for up to $2,500. Collaboration grants support cooperative or regional projects involving multiple partners for up to $50,000. Both grant types may cover up to 85% of project costs, requiring a 15% applicant match. The current program page does not publish a statewide 2026-27 award pool, so Atlas does not recycle a prior-year program total as the current funding amount.
Eligibility and Allowable Infrastructure
The current Pennsylvania FAQ identifies eligible applicants as individuals, partnerships, associations, firms, corporations, cooperatives, and other legal entities located in qualifying urban areas. Eligible projects must improve agricultural infrastructure in an urban area and benefit the community.
Published eligible costs include gardening and growing equipment, greenhouses and hoop houses, utility connections and off-grid energy or water systems, contracted installation labor, harvesting equipment, cold-storage and temperature-control equipment, soil remediation and amendments, soil testing, growing-related lighting, and contracted site design or planning. Ineligible costs include wages or stipends, vehicles, computers, tablets, phones, software, rent, utility bills, land purchase or rental, livestock, animal feed, and administrative costs.
Atlas Health and School Relevance
Atlas Opportunity Score: 84/100. This is a credible social-determinants and food-systems opportunity because the Commonwealth expressly frames the program around strengthening urban food infrastructure and overcoming food deserts. Community organizations, nonprofits, food producers, cooperatives, schools or school partners with qualifying urban agriculture projects may find it useful when the project itself fits the program rules.
N9+ Direct Vendor Fit: 0/100. QC Healthcare Fit: 0/100. This program funds urban agriculture infrastructure rather than clinical equipment, remote examination, telehealth, RPM, physician coverage, or healthcare service delivery. Atlas therefore publishes it as nutrition-access and food-systems intelligence without manufacturing a Dr. Miltie commercial pathway.
Next Action
Confirm that the applicant and project are located in a qualifying Pennsylvania urban area, choose the microgrant or collaboration track, document the required 15% match, build the budget entirely from eligible infrastructure costs, and submit through Pennsylvania’s Single Application for Assistance system by the current public deadline of October 16, 2026 at 5:00 PM.
