Atlas Analysis

Medical respite pilot for people experiencing homelessness after hospital discharge or acute illness, with up to two grants totaling $650,000. Individual award limits, match and complete expense rules are not yet published in the preliminary NOFA.

The District of Columbia Department of Health Care Finance (DHCF) has announced an FY2027 Medical Respite Care pilot funding opportunity. Its official Notice of Funding Availability anticipates up to two competitive applicant grants totaling $650,000 to establish short-term residential care and support for people experiencing homelessness who are recuperating from acute illness or hospital discharge, prioritizing Medicaid, CHIP and Health Care Alliance beneficiaries. The $650,000 is the combined award pool, not an individual grant ceiling. No individual award cap or minimum is published in the currently available NOFA.

Eligible applicants must demonstrate previous experience managing medical respite services consistent with National Institute for Medical Respite Care principles, working with inpatient hospitals and Medicaid managed-care plans, and collecting required outcome reports. Applicants must be registered and in good standing with the DC licensing, tax, employment and IRS agencies and provide Clean Hands certification. The pilot requires round-the-clock access to a bed, three daily meals, medical transportation, communications access, daily wellness checks, secure personal storage, case management and coordinated transitions of care.

This is an officially announced UPCOMING grant competition, not an open full-RFA application as of October 29, 2026. DHCF expects to release the controlling Request for Applications on or around November 6, 2026, when detailed review criteria, matching conditions, allowable-cost rules and application documents should become available. The NOFA establishes an anticipated grant term from award date to September 30, 2027, with up to two possible option years subject to funding.

The officially announced application deadline is December 7, 2026 by 4:00 p.m. (the NOFA does not specify a time zone). DHCF anticipates a November 16, 2026 preproposal conference at 3:00 p.m.; completed applications are to be submitted to becky.normile@dc.gov per the official NOFA, subject to any later RFA amendment. Prospective applicants should review the full RFA when released before submitting or relying on any currently unpublished requirements.
