California FY2027–2028 Trauma Recovery Center Grants
The California Victim Compensation Board (CalVCB) is accepting competitive applications for grants to operate California trauma recovery centers (TRCs) serving victims of crime, particularly survivors who otherwise face barriers to mental health care and case management. This is applicant-facing financial assistance, not a procurement of goods or services. The controlling 16-page Notice of Funds Available (NOFA) was issued October 14, 2026.
Funding, match and project term
Individual applicant maximum: no fixed maximum published. CalVCB states that requested amounts have no preset ceiling; actual awards depend on qualifying applications, requested budgets, available appropriations and Board approval. The NOFA identifies a $2,000,000 annual Restitution Fund appropriation plus variable Safe Neighborhoods and Schools Act funds; these are funding sources, not an individual award or a confirmed total FY2027–2028 grant pool. No applicant matching funds are required. Payments reimburse approved documented expenses after grantees incur them. The funded period is July 1, 2027, through June 30, 2029.
Applicant eligibility and program requirements
Applicants must be able to operate a California TRC consistent with Government Code sections 13963.1 and 13963.2 and the UCSF evidence-informed Integrated Trauma Recovery Services model. The grant requires a multidisciplinary clinical team with a psychologist, a social worker and a psychiatrist, and provision of direct services from a principal office, with virtual services permitted as needed. Eligible organizations may include nonprofits, public agencies, Tribal governments, businesses and individuals only where they can satisfy the full operating and clinical requirements. TRCs must provide trauma-informed mental health treatment, case management, outreach and coordination for crime victims without excluding underserved populations. A current grantee may reapply but has no renewal guarantee.
Allowable costs and restrictions
At least 75% of the approved grant budget must support personnel services; at least 60% of the personnel budget must support direct-service clinicians, and no more than 40% may support nonclinical staff. Operating costs are capped at 25% of the total grant, including an optional client emergency fund limited to 1% and indirect costs limited to 5% where a qualifying preexisting approved allocation plan exists. Eligible costs include budgeted clinical and administrative personnel, approved contracted services and allowable TRC operating expenses. Staff and contractors require timesheets, budget documentation, and monthly invoicing. Supplanting other funding and double charging are prohibited. CalVCB may reduce or terminate awards if available appropriations change.
Application and deadline
Deadline: Tuesday, December 15, 2026, at 2:00 p.m. Pacific Standard Time. Questions are due November 4, 2026, by 5:00 p.m. PST; agency responses are scheduled for November 17. Email the application package to Grants@victims.ca.gov as a single PDF, with the official Excel budget worksheet as a separate file. Include the title page, numbered responses to six narrative questions, budget worksheet and narrative, client flow chart, organizational chart and time-task plan. Narrative answers must be no more than two pages each, using 11-point Arial, one-inch margins and double spacing. Three supporting letters, including law-enforcement and community-based organization letters, are scored separately in the NOFA. Obtain the official title-page, narrative-qualification and budget templates from the funder’s application page.
Source clarification: The NOFA key-dates table and official CalVCB website consistently specify Tuesday, December 15, 2026; a later submission paragraph incorrectly labels that same date Monday. The date and 2:00 p.m. PST cutoff are corroborated by both primary sources. The two linked application DOCX templates and Excel workbook were not independently extracted in this verification pass, so this record remains Pending Review rather than approved for publication. Applicants should check for any later clarifications or revised templates before submission.
