FundingUp to $25,000 per eligible Illinois public community college. $250,000 is the entire competition funding pool for up to 10 awards, not an individual applicant award.

Broad Eligibility

Illinois public community colleges only, applying for campus projects assisting students experiencing homelessness, housing insecurity, foster-care transitions or associated basic-needs gaps. Students are beneficiaries, not direct grant applicants; generic nonprofits, schools, and private institutions are not listed as eligible leads.

Atlas Analysis

Verified official ICCB program page and 14-page FY27 Student Housing and Basic Needs Stability Project bidder-conference PDF (October 28, 2026). Award: $25,000 maximum per public community college; $250,000 total; 10 anticipated; GATA-exempt fixed-amount award, no matching required; indirect cap 15% of total, federal/state rate or eligible de minimis. Budget prohibitions include gifts, giveaways, swag; support for stipends, food, housing, transportation, childcare in Grant Exclusive budget tab. Required project package: GATA-exempt grant form, signed/authorized cover page, one-page abstract, six-page max double-spaced 12-point narrative, letters, uniform budget. Deadline conflict: internal presentation slide 5 says 11:59pm CT, presentation last slide says 11:55pm CT, official ICCB public page says 11:55pm without zone. Earliest 11:55pm CT prudent. Project period conflict: official ICCB public page Jan1-Dec31 2027 vs briefing Jan1-Dec30 2027. NOFO Word document at official ICCB path could not be independently retrieved. Because controlling source discrepancy and full NOFO still unreviewed, hold pending, not approved.

Illinois FY2027 Student Housing and Basic Needs Stability Project

The Illinois Community College Board (ICCB) is accepting competitive, state-funded, GATA-exempt grant applications from Illinois public community colleges to develop or expand programs serving students experiencing homelessness, housing insecurity, or related unmet basic needs. Colleges may apply for one-time support to strengthen campus identification, referral, outreach, and housing stabilization activities.

Funding and deadline

Individual colleges may request up to $25,000. The official Illinois Euna announcement identifies $250,000 in total competition funding and 10 anticipated awards; the $250,000 total is not an individual award. The current official ICCB program page states that complete application packages are due November 6, 2026 at 11:55 p.m.; the ICCB bidder-conference materials confirm Central Time. Although an internal timeline slide says 11:59 p.m., the presentation closing slide and official program page say 11:55 p.m.; applicants should use the earlier 11:55 p.m. Central cutoff pending a formal clarification. The ICCB program page lists a January 1 through December 31, 2027 project period, but the agency bidder-conference presentation identifies December 30, 2027 as the final day. Applicants should confirm the period in the controlling NOFO before budgeting expenditures.

Who may apply

Only Illinois public community colleges are identified as eligible direct applicants. This is not a grant to individual students or to any nonprofit organization. Students experiencing homelessness, housing instability or foster-care transitions are the intended beneficiaries of the college programs.

Eligible project objectives

Applicants may expand campus outreach and training for HOUSE Liaisons, faculty and staff; improve referral and student support programs addressing basic needs, housing stability, and financial aid; and build coordinated partnerships with local service providers, schools and Continuum of Care organizations to support transitions into college and long-term stability.

Budget and requirements

ICCB lists the award as GATA-exempt and requires a complete Euna/AmpliFund application and uniform budget. The official Euna notice permits eligible indirect costs but caps them at 15% of the total award under the applicable approved rate calculation. Recipients must submit semiannual reports. The official ICCB bidder-conference briefing expressly states that no cost sharing or matching is required. Applicants must assemble a GATA-exempt application, cover page, one-page abstract, project narrative (six pages maximum), partner commitment letters where applicable, and a uniform budget; gifts and promotional giveaways are prohibited. Student stipends, housing, food, childcare and transportation support must be entered in the Grant Exclusive budget tab. Review the full NOFO and FAQ for any additional controlling terms before submitting.
