Opportunity Overview
Seattle Housing Authority (SHA) has issued RFP 6238 — On-Call Behavioral Health Outreach Program. SHA is seeking Washington State-licensed behavioral health and substance-use service provider(s) to deliver culturally competent outreach, engagement, stabilization, crisis/pre-crisis response, referral and linkage services for residents whose behavioral-health conditions may threaten housing stability.
The program serves SHA residents who are often Medicaid-enrolled or dually eligible for Medicaid and Medicare and who may be poorly connected to behavioral-health or primary-care services. The selected provider must coordinate closely with SHA staff and existing service partners.
Funding and Deadline
SHA states that up to $1,394,243, pro-rated for 12 months, will be available to the successful applicant or applicants. Proposals are due October 1, 2026 at 12:00 PM. Written questions are due September 17, 2026 at 12:00 PM, and the virtual pre-submittal meeting is scheduled for September 10, 2026 at 10:00 AM. The controlling RFP does not state a time zone for these published times, so Atlas does not infer one.
Who Can Apply
The successful proposer must be an experienced behavioral-health provider or integrated provider partnership and must be licensed in Washington State to provide behavioral-health and substance-use treatment. The RFP requires evidence of that license. Applicants must also demonstrate relevant Medicaid/dual-eligible experience, cultural competency, experience with diverse and limited-English-proficiency populations, and the capacity to provide the required staffing and program model.
Scope Highlights
The required work includes behavioral-health outreach and engagement, rapid response to escalating situations, assessment and stabilization, referral and linkage to treatment, care coordination, culturally responsive services, and collaboration with SHA and partner agencies. The program also requires onsite nursing at Jefferson Terrace for at least one day per week, including nursing and mental-health assessments, blood-pressure checks, medication education, care coordination, referrals, first-aid wound care, and diabetes/diet education.
Atlas Analysis
Atlas Opportunity Score: 83/100. This is a substantial, clearly defined behavioral-health procurement serving a high-need population, with a long enough response window and up to approximately $1.39 million in available funding.
N9+ Direct Vendor Fit: 0/100. QC Healthcare Fit: 20/100 conditional. The controlling RFP requires the proposer to be a Washington-licensed behavioral-health and substance-use provider or qualifying integrated provider partnership. Dr. Miltie is not established as meeting that direct proposer requirement, so this is not Path A. The RFP does not identify telehealth, remote physical-exam technology, or N9+ equipment as a required scope. A Path C role should be considered only if an eligible licensed prime identifies a truthful, material subcontract or implementation need that N9+ and/or QC Healthcare can lawfully satisfy.
Next Action
Qualified Washington-licensed behavioral-health and substance-use providers should review the complete RFP, attend or review the September 10 pre-submittal process as applicable, confirm staffing and onsite nursing capacity, prepare the required proposal and forms, and submit by October 1, 2026 at 12:00 PM.
