Oklahoma TSET FY2027 Built Environment — Construction Track 2 — Safe Routes to Schools, Grocery Stores and Parks
Oklahoma Tobacco Settlement Endowment Trust (TSET) FY2027 Construction Track 2 funds shovel-ready, publicly accessible pedestrian-safety construction linking schools, grocery stores and parks. Examples include sidewalks, high-visibility crosswalks, curb extensions, raised intersections, traffic calming, pedestrian flashing lights, improved pick-up and drop-off zones, covered bus stops, multimodal connections, bike racks and wayfinding. This track is separate from Parks/Open Spaces Track 1 and school-facility Track 3.
Track-specific eligibility
This track is open to eligible Oklahoma local governments, 501(c)(3) nonprofit organizations, tribal nations, state agencies, public school sites/districts and institutions of common/higher education that own the project land and operate a qualifying Oklahoma brick-and-mortar office. The site must be safe and accessible to the public; the grant is not available to outside construction firms merely bidding for a public contract.
Award and deadline
This is applicant-facing competitive grant/cooperative-agreement funding, not a state procurement notice. Eligible applicants may request up to $300,000 per year for up to two years. Funding in a second year is conditional on satisfactory performance, appropriations and TSET Board approval; no applicant is guaranteed $600,000. Applications opened October 6, 2026, and must be submitted by November 18, 2026, at 4:00 p.m. Central Time through an account owned by the applicant organization in the TSET Funding Portal. Portal registration may take two business days.
Matching and payment requirements
Required confirmed match depends on the population benefiting from the project: none for 1–9,999; 5% of total project costs for 10,000–29,999; 10% for 30,000–49,999; 15% for 50,000 or more. Acceptable documented cash or in-kind match must directly support the project; TSET grants cannot match other TSET funding. Grant payments are cost reimbursement after the recipient pays eligible expenditures, with monthly claims and reporting. Justified indirect costs may not exceed 15% of the award. Land, vehicles, pre-award costs, lobbying, endowments, debt repayment and other disallowed costs are ineligible.
Critical application requirements
Applicants must have a physical Oklahoma office, own the eligible Oklahoma construction site at submission and ensure reasonable public accessibility. The work must already be designed and permitted, be shovel-ready, and normally begin within 75 days of its approved starting date; separate detached project sites are not allowed. Evidence of local need and community support, construction site management, sustainability plan, recent bids (within three months), year-by-year budget and required TSET templates are mandatory. Signed tobacco-free and workplace-wellness policies and certification against tobacco-industry funding are required. Projects must not be for staff-only use; if fees apply, affordable public access must be documented. Subcontractors require subsequent TSET approval; tribal awardees have additional limited waiver terms. The first grant year is July 1, 2027–June 30, 2028, with possible renewal July 1, 2028–June 30, 2029.
