Broad Eligibility

Licensed mental-health clinicians; individual, small or group practices; community-based organizations; and organizations with licensed or licensed-eligible practitioners able to serve pregnant and postpartum families in San Bernardino County, subject to all RFP qualification and contracting requirements.

Atlas Analysis

Atlas Opportunity Score 88/100. Active maternal and behavioral-health contracting opportunity with telehealth expressly permitted. N9+ Direct Vendor Fit 0/100 because the procurement is for licensed mental-health counseling rather than connected physical-exam or remote diagnostic technology. QC Healthcare Fit 10/100 conditional because the solicitation requires qualified mental-health clinicians and does not establish a role for general physician coverage. Publish and monitor, but do not initiate N9+/QC outreach on the verified scope.

Atlas Analysis

Atlas Opportunity Score: 88/100. This is a current maternal-health and behavioral-health contracting opportunity with a clear telehealth pathway and a defined September procurement window.

N9+ Direct Vendor Fit: 0/100. The verified scope is licensed mental-health counseling rather than connected physical-exam equipment, remote diagnostic hardware or general telehealth-platform acquisition. Atlas should not position N9+ as an allowable or requested component.

QC Healthcare Fit: 10/100 conditional. The solicitation requires licensed or licensed-eligible mental-health providers and does not establish a role for general physician coverage. QC Healthcare should not be pursued unless its verified licensed-clinician capabilities independently satisfy the RFP’s mental-health qualifications.
