Funding Opportunity
The Minnesota Department of Health (MDH) is accepting applications for its 2027-2032 Suicide Prevention Coordination and Technical Support Grant. This is a competitive state-funded financial-assistance grant for a capable Minnesota organization to coordinate suicide prevention and mental health promotion support across all 87 Minnesota counties and 11 Tribal Nations. It is not a procurement-only vendor contract and it is not a Rural Health Transformation Program solicitation.
Funding and Grant Period
MDH estimates one award of up to $1,462,500 per year, subject to funding availability, satisfactory performance and final agreement. The estimated annual award amount also represents the overall annual amount available for this single-award competition; it is not a separate additional pool. The anticipated project period is July 1, 2027 through June 30, 2032. Annual continuation funding is conditional. No match is required. Payments are made on a reimbursement basis, and no eligible expenses may be incurred until the agreement is fully executed and effective.
Eligible Applicants and Service Area
Eligible Minnesota applicants include local public health or social services agencies, nonprofit organizations, Tribal governments and organizations, units of government, and other agencies with the infrastructure and experience to provide statewide suicide prevention coordination and support. The applicant must be located in Minnesota and conduct grant activities within Minnesota. Projects must show capacity to reach all 87 counties and 11 Tribal Nations; non-Tribal applicants working in Tribal communities require the appropriate Tribal support.
Required Work and Staffing
Applicants must plan statewide and regional coordination, community technical assistance, suicide prevention training, an annual statewide conference, measurement and continuous improvement. The RFP requires seven regional coordinators at 1.0 full-time equivalent each, living and working in their respective regions, at least 0.5 FTE for statewide training coordination, and at least 0.5 FTE for grant management. If subcontractors or Tribal regional activities are proposed, the applicable letters of commitment or support are required.
Restrictions and Reporting
Ineligible expenses include political contributions and lobbying, solicitation of donations, bad debts and late fees, and direct individual clinical or therapeutic services or direct financial assistance. The selected grantee must meet monthly activity and progress reporting, annual reporting, monitoring and other agreement requirements. Work and costs incurred before the fully executed grant becomes effective are not reimbursable.
