CLOSED to new applications: Los Angeles County HRTP Cycle 3 CFCI general workforce development for the 2028 Games deadline passed Friday, October 30, 2026, at 12:00 p.m. Pacific Time. Los Angeles County Department of Economic Opportunity (DEO), through administrator Dalberg, invites qualifying five-role High Road Training Partnerships (HRTPs) to apply to the Care First Community Investment (CFCI) General Workforce Development track for job training associated with the 2028 Olympic and Paralympic Games and other major events.
Grant funding
The CFCI General Workforce Development track has a $1,202,000 funding pool for up to one competitive grant. No separately guaranteed individual award ceiling is published; exact funding amounts will be determined during contracting. The overall Cycle 3 fund exceeds $7.7 million across six distinct tracks, not $7.7 million per applicant. The RFA does not specify a mandatory cash match percentage.
Applicant and partnership eligibility
A qualifying HRTP must have a lead applicant and fiscal agent, a sector intermediary, an employer partner, a labor or worker representative, and a training provider. The lead applicant must be a nonprofit or a qualifying for-profit workforce-development provider; government agencies cannot lead. The intermediary, employer, and worker representative must be different legal organizations. Core partners must meet Los Angeles County location and good-standing rules, including documented plans for establishing local operations by grant execution where allowed. Each of the five core roles requires a signed MoU or letter of commitment. Each partnership may submit just one application and choose only one HRTP Cycle 3 funding track.
Specific CFCI General training and placement rules
Eligible proposals must train and place underserved Los Angeles County residents into unsubsidized high-road jobs related to the 2028 Olympic and Paralympic Games or other major events, particularly event infrastructure, operations, and tourism. At least one employer partner must have experience with the Games or comparable major events; its signed commitment must show how it plans to hire graduates for event-related jobs.
More than 50% of all placements must be in roles that directly or indirectly support the 2028 Olympic and Paralympic Games, with that connection demonstrated in the application. The RFA gives preference to sectors such as public transportation, hospitality, retail, food service, arts, media, and entertainment. Those sector preferences are not universal mandatory exclusions for other eligible event-related high-road occupations.
Grant performance and payment
Applicants must submit an appropriate training model, budget and staffing plan, supportive-services and case-management arrangements, employer placement strategy, systems-change logic model, and the program’s measurable outcomes. Program design begins January 2027; training must begin no later than May 1, 2027, and conclude by December 31, 2027, followed by reporting and post-placement support through March 31, 2028. The existing RFA’s allowable-expenses guidance controls costs. Payments are made on monthly reimbursement, generally within 30-45 days after approved documentation. Indirect costs normally may not exceed 10% unless the lead has a federally approved negotiated indirect-cost rate; up to 10% of payment depends on verified placement results.
